Study On The Problems&Countermeasures Of The Urban Green Lighting Management

At present, the study on urban green lighting management is merely limited to thegreen lighting, urban lighting and urban green lighting engineering, etc. However, tillnow less researches are conducted systematically in the field. The problems mainlyfocus on the insufficiency, root as well as the countermeasures for the urban greenlighting development as one of the essential parts of the urban public utility.On the basis of the literature review of domestic and foreign study on greenlighting development, this article puts forward the concept and characteristics of urbangreen lighting management of China, and analyses the main problems existing duringthe management. Moreover, the paper further discusses both the root as well as thecrucial reasons for the above problems. In the latter part of the study, we takesChangzhou city as a case, combining with its daily urban green lighting work, with theintegrated use of related theories and methods of public management, we put forwardthe concrete proposals and countermeasures to solve the problem on the basis of thesuccessful experiences on public utilities reform in China and abroad.During the study on the countermeasures, the paper takes the city green lighting asits principal line. With the combination of the theory with practice, the research mainlyfocuses on the aspects of laws and regulations, system and mechanisms, standardspecification, planning and construction, operation and maintenance, investment andfinancing, as well as publicity and education. Hopefully, this study could help topromote the urban green lighting management for other cities as valuable referenceslater on.
