The official promulgation of the National Institutional Reform Plan in 2018,the formal establishment of the Ministry of Natural Resources,and the country’s management of natural resources has moved toward a new era of comprehensive concentration.Under the current natural resource management system,the reconstruction of the land space planning system has become an urgent task for planning the current real work.Urban green space is the natural environment background for urban production,formation and development.It has a very important“ecological-production-life” support for the city,and plays an important role in controlling urban growth and urban ecological security.It is urban construction.A very important part of development.And the green space planning system is also an important subsystem under the national land space planning system.The article discusses the urban green space planning synergy system based on the major background of the management system reform and the reconstruction of the land space planning system.As far as the system of green space planning in China’s cities before the system reform is concerned,there are widespread problems in the management of the whole process of planning,the organizational system is imperfect,the system is insufficient,and the planning blueprint is out of line with the implementation management.The most crucial reason for this is the imperfection and non-coordination of the green space planning system.This paper combines the development direction of urban green space under the background of natural management system reform,and tries to construct a systematic and process-oriented urban green space planning coordination system based on the perspective of synergy.It is problem-oriented and reviews the lack of urban green space planning system in the past.And lack of understanding of the deep administrative,economic,legal and social policy environment behind it;aiming at the goal,facing the changes in the background of the reform of the state management system,and the requirements of refinement,standardization and legalization of urban and rural urban planning and construction,drawing on successful experiences,Based on the actual needs of domestic planning,construction and management,a systematic discussion on the urban green space planning synergy system is carried out.Linking the green space planning process,and proposing synergistic suggestions and specific measures from the three systems of “planning organization – planning and preparation – planning and implementation”,and constructing a green space planning coordination system.To provide effective experience in promoting effective management,preparation and implementation of green space planning,and to ensure effective protection,sustainable use and rational development of green space.The content of the paper is as followsThe first part(Chapter 1),based on the reform of China’s natural resource management system,the reconstruction of the land and space planning system,and the increasingly important importance of urban green space,determines the collaborative countermeasures of urban green space planning under the background of national institutional reform.direction.First determine the research basis of the article,including the research object and scope,research level and related land types.Based on this foundation,the purpose and significance of the research are clarified,and the main research contents of the thesis are extracted.The research methods of this paper are summarized,and the research framework of the paper is finally determined.The second part(Chapter 2),based on the key research objects and problems of the thesis,has carried out the literature review work in a targeted manner,focusing on the domestic and international literature on urban green space and its planning system and planning synergy related important theories.Analysis,at the same time,the domestic and international urban green space planning system experience is summarized.Through the analysis of relevant theories and related cases at home and abroad,we seek theoretical support and practical experience for the construction of urban green space planning synergy system.The third part(Chapters 3,4,and 5)is the core chapter of this paper.These three chapters link up to the green space planning process,starting with the three management elements of “Planning Organization – Planning Compilation – Planning Implementation”.The situation of each system before the system reform and the existing problems are analyzed.At the same time,the impact of the background of the management system reform on each of the three systems is analyzed,and the synergistic strategies of the three major elements are proposed.Chapter III Planning and Organizational Collaboration: Proposing the collaborative strategy of urban planning organization from the inside and outside of the planning organization and the three aspects,so as to construct the urban green space collaborative planning organization system;Chapter 4 Planning and Coordinating: Combining the core tasks of green space planning(space level The division of the planning area,the central city,the land use unit at three spatial levels to propose a collaborative planning strategy to build a collaborative planning system mainly about two aspects,the construction of urban green space planning synergy system and empirical case study.Constructing a Green Space Planning Collaborative System: Under the background of natural management system reform,based on the theoretical basis of synergy and system theory,the principle of integrity,whole process,and multi-element sustainability,the system is built according to the 3,4,5 chapters for planning organization.The collaborative integration of the three green spatial planning elements of planning,implementation and implementation management is an all-round collaborative integration system that includes the whole process of green space planning.It works together on the target system of the three integrations,the three elements and their internal elements.The relationship between each other is feedback and coordination.The case study was carried out for the practical project of “Greenland System Integration Planning for Liangjiang New District Direct Management Zone”.Firstly,the current situation of the direct management area of Liangjiang New District was summarized and analyzed,and the plan was aimed at the problem,the vision of the planning and planning,and the planning framework was determined.Secondly,in combination with the major background of the reform of the natural management system,specific measures are proposed from the aspects of planning organization management,preparation and implementation of management and control.The planning organization emphasizes the response to the reform of the natural resource management system.The planning and preparation emphasizes focusing on the microscopic three levels of macro and micro,and implementing management and control emphasizes the differential flexibility control.
