| Along with the construction accounted for the proportion of the fixed asset investment isexpanding constantly, Many major projects are in the shape of programme. The majorconstruction contracting corporations can carry on multiple projects. This projects havedifferent contract relations and interests, and this projects may have conflict. So it is veryimportant to the major construction corporations that explore the new method of engineeringsupervision.The first chapter and the second chapter introduces the background of programmemanagement,the study goal and the literature review.This chapters also analysis theshortcomings of traditional engineering supervision. This article introduce three basictheories based on this analysis. The three basic theories are programme management theory,Concurrent Engineering theory and constraint resource theory. The third chapter establishseveral coordinated management modules. The third chapter has also designed theprogramme management flow path based on the module. The flow path contain four steps:the establish of organization system, project selection, Project schedule and resourceallocation.The four chapter introduce the implement of programme management from threeaspects. The three aspects are project selection, Project schedule and resource allocation.The project selection is the foundation of programme implementation. So we should set up atarget system which adapt to the characteristic of programme management, then we can selectsuitable program for the programme based on the target system. We should use anothersupervisor mode because of the Resource constraints and the existence of risk factor. So theCCPM which based on the constraint resource theory is more suitable than the CPM. ThePMO should set up the resource system library when they are faced withthe resourceallocation problems. They should confirm the priority of resource allocation. We should also use the relevant information-management tools. Only by these measures can we do muchbetter in dynamic resource management. The fifth chapter introduce the case of science parkby Guangzhou R&F Properties. In this case we make the system optimization refer to theprogramme management flow path.This article has deeply researched the process of programme management by four steps:the establish of organization system, project selection, Project schedule and resourceallocation. This article also analysis the programme management by a case. The case is set upaccording to the program which I have internshiped in.
