Urban basic education facilities are important components of urban public service facilities. In recent years, urban basic education has developed some new features, making the high quality educational resources one of the scarce resources. With the dramatic changes in population structure, social structure and spatial structure of big cities in China since the new century, the development of basic education facilities has been limited, making the non-equilibrium between the development of basic education facilities and urban space increasingly severe. On this background, this thesis takes the inner city of Jinan as a research object to explore the main contents of the concrete manifestations and causes of the spatial non-equilibrium of urban basic education facilities.The introduction chapter makes a basic background research into this topic, including the scope, background, framework, process and research methods of the thesis.Chapter two is theoretical study, exploring the main influencing factors and constraints, on the base of a critical review of theories on the current standard and configuration of basic education facilities and the research on urban redevelopment activities, which offers a good theoretical basis for the following main part of the study.As the main part of the thesis, Chapter three defines the four main concrete manifestations of the spatial non-equilibrium of urban basic education facilities------facility overuse, per capita indicators decrease, excessive service space coverage and spatial quality reduction. Through specific case study in the inner city of Jinan, the spatial non-equilibrium of most primary schools is increasingly severe, and is effected by factors on different aspects such as planning, construction and educational facilities management.On the base of the analysis of the causes of spatial non-equilibrium of urban basic education facilities, Chapter four puts forward a set of corresponding countermeasures for future development.
