| Party Plenum meeting clearly stated:"building a new socialist countryside in China’s modernization process is a major historic task," new socialist countryside construction mainly through rural urbanization to narrow the gap between urban and rural areas, reaching people across the country common prosperity. Transformation is an important means of urban and rural construction of new countryside, its purpose is to bring rural decentralized production together, the implementation of industrial production, thereby greatly improving the standard of living in rural areas, narrowing the gap between cities. Rural and urban transformation project which will inevitably there are many problems:some farmers to keep up with the times did not develop awareness, as well as rural lifestyle for many years was broken, they do not want to change the existing state of life; some local governments and project implementers to speed up the progress of the project,"forced evictions","forcibly occupies","not according to plan" and other issues often seriously affected the "Waste Management" impression in people’s reckoning. Therefore, urban renovation project could not exist problems and risks, in order to avoid the problems and risks affecting the implementation of this strategy, we must have the appropriate laws and regulations to regulate the transformation of urban and rural areas, but also a theoretical achievements in this regard as necessary guidance, so as to study the smooth implementation of the urban and rural distribution.In this paper, drawing on results of previous studies based on the use of literature, AHP, empirical studies and other research methods, risk management theory, project management theory as the theoretical basis of the risk characteristics of rural and urban reconstruction project analyzed, using a variety of risk identification methods to identify common risks, and qualitative risk analysis to identify the reasons behind the existence of risk, and finally put forward relevant countermeasures construction project management and rural transformation. The final purpose of this study is that urban and rural transformation project risk management to discuss the theory and to identify new approaches to urban and rural reconstruction project risk management approaches have also provided a theoretical basis for scientific decision-making transformation of urban and rural construction projects and for the future transformation of urban and rural areas of risk management to provide theoretical reference. |
