Water is one of the most basic natural resources on earth, and it is essential for human’s existence and development.It is also the basic conditions for the sustainable development of society and economy. With the continuous development of social economy, like other irrigation areas of Yellow River downstream, water resources management of Xiaokai River irrigation area is also facing the new situation. The environmental problems of in the contradiction between supply and demand, the groundwater environmental problem and the sediment deposition problem are the main problem faced by the Xiaokai River irrigation district.Based on the current situation of water resources utilization in the irrigation district and the property of sediment long distance transport, the water amount allocation efficiency model is set up with the total economic benefit aim of water resources allocation, the ground water level control model is set up with such aim and subjections of correct underground water depth, and the sediment transport efficiency model is also established through modeling the practical water and sediment optimal dispatch measurements. The Voting Analytic Hierarchy Process( VAHP) is used to coup these three different aim models by the sequence of water amount model, water amount-sediment model and water amount-sediment-ground water model, and the joint optimization scheme of the domestic surface ground water and the water dispatched from the Yellow River is obtained in case of middle precipitation year. This optimal model summed up both of the economic efficiency and environment protection problems of the water resources utilization, and it has reference value for the sustainable development of the Xiaokai River irrigation area and other irrigation districts which also dispatch water from the Yellow River in downstream areas. Based on the optimized allocation of water resources in Xiaokai River irrigation area, not only increases the efficiency of water resources and irrigation assurance, but also expands the irrigated area. The main research contents of this thesis are as follows:(1)On the basis of the natural and geographical conditions, hydro-meteorological conditions and the basic situation of Xiaokai River irrigation, this paper find out the problem of current situation of the irrigation development.(2)This paper analyzes water resources condition of Xiaokai River irrigation area, including surface water, groundwater, the development of social economy and agricultural irrigation condition, etc., and analyzes water resources supply and demand balance of this area.(3)For the three big problems of water resources supply and demand contradiction, protection of groundwater environment and sediment over long distances in Xiaokai River irrigation area, water model, water and sediment model and groundwater model is set up. Then a multi-objective optimization model is coupled. The optimal scheduling mathematical model of water resource is established and it ultimately achieve the optimal allocation of the overall scheme(4)This paper solves the model, analyzes results and obtains research prospects. |
