| Agriculture is the foundation of the national economy,and irrigation districts play an important role in agricultural food production.Most of the irrigation districts in China are built earlier and the construction standards were low at that time,and the old damage phenomenon is serious,as well as the irrigation water loss.The contradiction between water supply and demand faced by China has become increasingly prominent,and the water-saving renovation projects have made it possible to achieve large-scale water-saving irrigation.After the implementation of the huge water-saving renovation projects invested by the state and various levels of government,the effects are remarkable.Post-project evaluation,as an important part of project management,is of great significance for scientifically and accurately reflecting the economic benefits of the project and improving operational management measures.Therefore,this thesis studied the economic post-evaluation of the water-saving renovation projects in Hutubi River irrigation The main conclusions are listed in the following:Firstly,the new built model brought other external economic benefits generated in water-saving project into the post-evaluation of economic benefits,and introduced relevant indicators of tourism promotion and environmental impact into the post-evaluation index system.At the same time,we also introduced relevant indicators of macroeconomic analysis in line with the nature of the project,and set up the post-evaluation of economic benefits of the project.The new economic post-evaluation was more comprehensive than the traditional post-economic evaluation systemThen,the fuzzy comprehensive evaluation mathematical model was established based on the analytics hierarchy process(AHP)to perform economic post-evaluation.And after conducting evaluations of water-saving renovation project in Hutubi River irrigation using established model,the evaluation result was good,which were consistent with the actual situation,indicating that the fuzzy comprehensive evaluation model based on the analytic hierarchy process was applicable to perform the economic post-evaluation of the project.The new model was easier to quantify and a new attempt in the post-evaluation field of irrigation district water-saving renovation projects. |
