With the increasing influence of human activities and further more development and utilization of water resources in the Yellow River, the contradiction between the supply and demand of water resources becomes more outstanding. The essential issue of the irrigation area of the Lower Yellow River is the sediment problems. These problems include the desertification in canal head area, the almost exhausted sand yard, the environment deterioration and the river channel deposition caused by discarded water and soil. Therefore, the sediment issue has become the restricted factor of social and economic development in the irrigation area of the lower Yellow River.Aimed at the present condition of water and sediment resource utilization in the irrigation area of the lower Yellow River, the optimum arrangement theories and mathematical model of water and sediment resources are studied by means of theoretical analysis, data analysis and model simulation. Then the theories and model are preliminarily applied to a typical irrigation area of the lower Yellow River. The main research results of this thesis are shown as follows.(1) The optimum arrangement of water and sediment resources in the irrigation area of the lower Yellow River includes two associated aspects: the improvement of sediment transport capacity of the irrigation channel and the integrated utilization of water and sediment resources. The optimum arrangement method for the multi-objective water and sediment resources utilization is put forward.(2) According to the optimum arrangement theories of water and sediment resources in the irrigation area of the lower Yellow River, the comprehensive target functions are constructed. The methods to determine all restriction conditions are put forward and the linear programming simplex method is adopted to solve related functions. The mathematical model for the multi-objectives optimum arrangement of water and sediment resources is developed.(3) By considering the sediment resources optimum arrangement as emphases, the different expressions of comprehensive target function of water and sediment resources optimum arrangement are constructed by means of Analytical Hierarchy Process, Improvement Analytical Hierarchy Process and Analytical Hierarchy Process with improved weight. The distribution of water and sediment resources and restriction factors are analyzed and calculated in the Weishan and Bojili irrigation areas. Finally, the optimum arrangement modes are proposed and evaluated.
