Comprehensive Evaluation Of Urban Lifeline System In Anhui Province Under Security Perspective

Urban lifeline system is the infrastructure which to maintain urban and regional social and economic development, and it is the important guarantee of urban security, and it is also the important condition of city function to full play. Anhui province is located in the middle of our country, it is an important part of the central region, discussing the urban lifeline system, has a positive meaning on optimizing the new pattern of regional development.This paper firstly combed the domestic and foreign related research progress of urban lifeline system, and made a definition of urban lifeline system from its connotation and extension. Then articles on urban safety and function in multiple disciplines, and analyses the dialectical relationship with the urban lifeline system, it provides a theoretical basis for the evaluation of this paper. In the clear connotation of the urban lifeline system, and take urban safety and function as theoretical basis, then to fully describe the current situation of urban lifeline system in Anhui province, thinking that regional development of urban lifeline system in Anhui province imbalance, there is a big gap, and then from the management system, planning and coordination, construction capital and technology factors to explain the influencing factors.On the basis of the above analysis, this paper constructs evaluation index system of urban lifeline system in Anhui province which includes roads, water supply and drainage, energy engineering, communication engineering, ecological environment and health and it has six urban lifeline subsystem, a total of 28 indexes.Then using principal component analysis and Delphi method to evaluate index system, and based on the results of principal component analysis, using application system clustering analysis method on 16 cities in Anhui province merge clustering analysis. Principal component analysis and Delphi method analysis results show that the urban lifeline system comprehensive score higher cities as Hefei city, Wuhu city, Bengbu city and Maanshan city; The low scores regarding as Luan city, Huangshan city, Fuyang city, Xuancheng city, Chizhou city, Bozhou city; Other cities comprehensive score in the middle level. Cluster analysis result shows that, according to the results of 16 cities in Anhui province urban lifeline system comprehensive score can clustering incorporated into four categories, namely: the urban lifeline system of high safety, including Hefei city; Safety zone, which includes the city of Wuhu, Bengbu, Maanshan city; The safe area, including the Anqing, Tongling, Huainan, Chuzhou, Huaibei, Suzhou city; Low safe area, including Luan, Huangshan, Fuyang, Xuancheng, Chizhou city.Finally according to the result of demonstration analysis, this paper puts forward the countermeasure and the suggestion to optimize the urban lifeline system in Anhui province, which focus on urban planning, give full play to the guiding and coordinating role of planning; Innovate management system; Guarantee investment; Increase support of science and technolog; Perfect legal laws and regulations, and strengthen the propaganda education and promote insurance system, response to the disaster losses. In order to provide the reference to optimize the urban lifeline system in Anhui province, improve the ability of dealing with emergencies and disasters in Anhui province, and to the development of safety and health in Anhui province.
