With the aggravation of global warming and the acceleration of urbanization,many cities are facing urban problems of varying degrees,among which flood disasters,as the main part of urban problems,have a serious impact on urban ecology and social development.The casualties and heavy economic losses caused by floods have become one of the substantive problems restricting the process of urbanization and the sustainable development of cities.Objectively speaking,the occurrence of floods is a natural and social phenomenon,which is usually unavoidable,but its economic,social and human losses can be controlled,which is mainly reflected in the construction of urban flood control and disaster reduction capacity.Disaster experts from all over the world generally believe that national security,stability and sustainable development can only be achieved by improving disaster prevention and mitigation capabilities.Therefore,on the basis of the relevant literature research,this paper uses a combination of subjective and objective methods to construct an evaluation model for the flood resistance and disaster prevention capability of the urban lifeline project,and takes Zhengzhou as the research area to analyze the flood resistance of the Zhengzhou lifeline project from2016 to 2020.Based on the changing trend of disaster capacity,the strategy for improving the flood resistance and disaster prevention capacity of Zhengzhou Lifeline Project is finally put forward.The research mainly includes the following aspects:(1)Build an evaluation index system for the flood resistance and disaster prevention capability of urban lifeline projects.By consulting relevant literature and combining the characteristics of lifeline engineering,this paper initially constructs an indicator system;further through questionnaires,the indicators are optimized,and the lifeline is determined from four aspects: prevention ability,monitoring and early warning ability,resistance ability,and emergency rescue and disposal ability.The evaluation index system of engineering flood resistance and disaster prevention ability.(2)Established an evaluation model for the evaluation and evaluation of the urban lifeline project’s ability to resist floods and disasters.Due to the complexity and difference in the determination of the evaluation index weights,on the principle of comprehensively considering the advantages and disadvantages of various weight determination methods,the comprehensive weights are obtained by the combination of the Analytic Hierarchy Process(AHP)and the entropy weight method,and then they are introduced into the gray correlation.Analytical model for evaluation.(3)Example application.The evaluation model established in this paper is used to comprehensively evaluate the flood resistance and disaster prevention capacity of Zhengzhou Lifeline Project from 2016 to 2020.The results show that from 2016 to2020,the status quo of the flood resistance and disaster prevention capability of the lifeline project in Zhengzhou City is generally good,but the overall disaster prevention capability is still fragile..Finally,this paper puts forward corresponding improvement strategies from four parts: increasing capital investment,realizing the diversification of investment subjects,rationally planning lifeline projects,establishing a sound comprehensive coordination mechanism for disaster prevention and mitigation,and improving the whole society’s awareness of emergency disaster avoidance and rescue.
