| Coordinated development between urban and rural areas is a majorstrategic decision of the Central Party Committee in this new era. It isdesigned to break the urban-rural dual structure, resolve problems ofagriculture, rural areas and farmers and build a moderately prosperous society.It is a necessary step to promote the fast economic and social development. Inrecent years, coordinated development between urban and rural areas andoverall urban-rural development planning have become one of the key and hottopics among domestic and foreign scholars. Overall urban-rural developmentplanning has played a leading role to realizing coordinated developmentbetween urban and rural areas. It shoulders an important task to foster urbanand rural development. For the past few years, overall urban-ruraldevelopment and planning of Chengdu has come a long way in continuousexploration. Based on the output experience of Chengdu in terms of theoverall urban-rural development and planning, this paper sheds some light onsolving the ternary problems occurred among city, mine and rural area inHuainan City after conducting empirical study. It is aimed to providereference to other resource-based cities and the formulation of overalldevelopment plan of urban and rural areas.Huainan City is one of the13coal bases and one of the six coal power bases inChina. Many problems appear during Huainan City’s urban and rural developmentdue to the prolonged coal mining, development and utilization. At the outset, thispaper concludes the theoretical bases of urban and rural development in China andaround the world which indicts the necessity of coordinated development betweenurban and rural areas for Huainan City. As pointed out in this paper, urban and ruraldevelopment of Huainan City is special and different from other traditional cities andtheir urban and rural area dual structure because of the problems between city andmine and the conflicts between mine and rural area. On the basis of Huainan City’s ecological environment, resource distribution, exploration, development of urban area,mine and rural area, transportation, public service, this paper discusses the causes ofternary problems occurred among urban area, mine and rural area. Meanwhile, it putsforward that resources distribution and exploration are the culprits of ternaryproblems in Huainan City.Based on the previous analysis and the actual situation of Huainan City,the paper explores the objectives and basic methods of Huainan City toachieve coordinated development among urban area, mine and rural area. Asindicted by the paper, Huainan City should well coordinate the developmentamong urban area, mine and rural area. Besides, it should have dynamiccoordination of the underground and above ground development and shouldhave spatial coordination and mechanism in place. Starting from the actualsituation of Huainan City, this paper puts forth a planning method featured byputting ecological protection at the first place, interactive industrialdevelopment, spatial coordination and sharing of facilities. In the meantime, itgives some specific advice concerning the coordinated development amongurban area, mine and rural area in Huainan City. In addition, considering theparticularity of coordinated development between township area and mine,this paper also takes Panji Town, a town located in the subsidence area, as anexample to point out the key aspects of coordinated development betweentownship area and mine and ways of implementation. |
