Post-evaluation On HuaiHong New River Project In AnHui Province

Construction project post-evaluation is one of the important components and the last link of water conservancy fundamental construction procedures, and is an important part of investment management of fixed assets. With the establishment of socialism market economy, people pay more attention to investment benefit. And the department of investment management need to audit the investment behavior in order to tell people the truth.In order to enhance the level of investing decision and management of water conservancy fundamental construction projects, explore the theory and methods of post-evaluation of water conservancy engineering, Post-evaluation on HuaiHong New river project in Anhui province is discussed in this paper based on the comprehensive investigation and research, and we explore that how to do the post-evaluation of water conservancy engineering on the theory and methods. The main research contents include:(1) The concept and feature of Post-evaluation are briefly commented, and the reason why post-evaluation of non-profitable water conservancy engineering can't be extensively developed is analysed. Finally the general situation of HuaiHong New river project in Anhui province is introduced.(2) Prophase Work is synthetically appraised from the aspects of project decision, drafts relocates, survey and design, fund fulfillment and material assets supplyment. The appraisal results indicate that the prophase work is fully prepared, and the decision is scientific. At the meantime the policy of drafts relocates and fund resource may be given an overall consideration.(3) Project implement phrase is synthetically analysed and appraised from the aspects of preparations for construction, construction management plan, synchronous construction and final completion, ect. The appraisal results indicate that we can draw lessons from this, At the meantime there lies in the prolem what needed to solve.(4) Project management operation is synthetically appraised from the aspects of administrative agency locatement, operation management and management fund. The appraisal results indicate that the management regime of HuaiHong New river project in Anhui province is suitable, the system is sound-face, the means is advanced.(5) Based on the practicable data and the forecast data, the investment and benefit is analyzed and calculated in order to develop the post-evaulation of national economy. And the appraisal index of Economic Internal Rate of Return, Economic Net Present Value, and Economic Benefit-Cost Ratio is calculated.(6) Synthesis comparision analysis and multilayer fuzzy synthetic evaluation is applied to make a overall and objective social influence evaluation. The appraisal results indicate that the project can accelerate the target of catchment social development, and the social benefit is tangible.Finally summary evaluation is made, and some related suggestion are proposed.
