The accident rate of construction companies which affect personal safety, economic and corporate image directly mostly arouse the attention of the government departments, which decreased the rate of construct and also retrieve part economic losses for our Country, but the Safety Management of Construction need to be improved and to be improved the level of unified management.The paper fully investigated the system and the mode of safety management in the foreign developed countries,in order to absorb the useful experiences and combined with our country’s traditional security system management theory, finish this works we discuss the feasibility to improve the safety management system in construction of Hydro project which On the basis of the Occupational Health and Safety Management System(OHSMS) that emerging recently, to solve the problem of the traditional security management model does not match the advanced management concepts and make contributions for the construction of modernization.Occupational Health and Safety Management System(OHSMS) as a systemic technology of security management, which has advantages of forward-looking and preventive that have been considered the most scientific and applicable safety management mode which have been applied in many developed countries. The implementation of this model has become the trend in all industries of China, so apply OHSMS in Water Resources and Hydropower Engineering Construction and establish a utility safety management has already become inevitable. This paper discusses the occupation health and safety management system in detail, adopt the insurance as the third party to improve the traditional mode, which take advantage of the characteristic ofstrong applicability of the occupation health and safety management system to improve the traditional mode that not suitable for other parts of the OHSMS, and finally establish the OHSMS based on the Modified model, This approach helps the company keep the the advanced part of original mode, and also saving resources and cost.
