The energy management system is an essential tool to assist dispatchers to monitor, analyze the operational state of power grid and make a various operational decisions. The monitoring operation of traditional energy management system is mainly carried out with the computers, but this limitation makes it difficult for dispatchers to be away from the computers and go out of their offices. With the rapid development of the mobile Internet, more and more softwares in the market transform from the computer to the mobile device. Maturing mobile Internet technology makes energy management system based on mobile device possible. In this research, in order to improve the convenience for power grid dispatchers viewing power system data, the research designs and implements an energy management man-machine system based on mobile terminals.On the basis of the energy management system that is running in safe area I, this paper sets up a data gateway from the energy management system to the mobile terminals by adding a proxy server, and completely monitors the energy management system in the mobile terminals. The system in the paper consists of an Android client, a Web proxy server and databases, of which the proxy server is responsible for data relay, including of obtaining data from the energy management systems and processing the data into a format that Android can accept. The proxy server also provides the standard common interfaces for the outside systems so that it can be suitable for a variety of different data formats of energy management systems, which expands the scope of application of the system. The Android client is responsible for displaying diagrams and data, it ensures the separation of the data display and data processing in line with the low memory property of Android operating system. Part of the data that gets from the energy management systems is stored in the proxy server’s databases.In the realization process of this paper, the energy management man-machine system uses C/S framework. The proxy server is mainly designed by the JSP and Servlet technology of the Java Web. The database is MySQL database. This paper uses open source Android operating system. The programming language is Java language which is platform independent. The developing and testing of the system is on Eclipse and MyEclipse development platform by the mobile phone.In reference to the energy management system of Jinan iESLab company on the computer, this research realizes the detailed design of the real time SVG diagrams display, grid events display, historical data display and RTU channel operation information display. The Android client takes multiple protection measures for the Android APK installation package file that greatly improves the security of APK file. In order to accommodate different size of the mobile phone screen, the Android client takes adaptive layout.
