Research On Planning Strategy Of New Town Under The Background Of New Urbanization

New-city construction is of great significance during the progress in the country of speeding up the transformation of innovation, optimizing the urban space structure, advancing the new urbanization, achieving the integration between urban and rural areas. Today, there is a series of problems, such as unclear orientation of the development, not high enough production integration, not complete basic form, not strong the development level, financial pressure and so on, which needs to explore an effective way to solve. Basing on the current new situation new-city construction faced and new requirements, this paper adopts the method,comparative analysis and practice analysis, puts forward the corresponding solutions in view of some existed problems in the new-city planning and construction, and finally Implement into Changde’s new-city planning and construction so as to achieve the purpose of "from practice to practice".This article mainly divides into three parts, including the domestic and foreign new-city planning theory and practice of research, analysis of new-city planning and construction in our country and the Changde new-city planning and construction strategy research.First is the theoretical research, which involves the urban planning theory of "garden city", "organic evacuation", "new city" and "smart growth", etc.. The paper, under the advanced ideas of new cognitive part by transverse, longitudinal comparison analysis,cards the definition of new-city, new-city developments at home and abroad, the development process of new-city development in our country at present stage, and new-city planning and construction experiences, which involved three new cases at home and abroad, respectively is the marne la valle new town of France and China, Singapore, Chongxian new-city, the choice of case has certain representativeness.Secondly, the paper, under the background of the new urbanization, researches targeted the related contents of the construction of the new-city planning in our country, existing problems and the countermeasures to solve the problem. And it has carried on the systematic elaborat ion about the feasibility and necessity of new-city, location, size, relative positioning, development goals and development mode.Finally, the paper takes the empirical studies of new-city planning and construction combining with new development idea, the new-city construction experience at home and abroad, the summary of the new-city planning and construction related content. Through gathering the data of field survey and related summary Changde’s new data, it analyses the related contents in the planning and construction, puts forward concrete construction policy to guide Changde new-city’s planning, so as to achieve exploration and practice with Chinese characteristics in human-centered road of urbanization, which could serve as Changchun area development engine and an example of a new type of urbanization with Chinese characteristics.
