Study On The Planning Of The System Of Villages And Towns In Anda City Under New Type Urbanization

New type urbanization,differing from the traditional urbanization,takes the sustainable development as the strategic objectives and insists on the coordination among development,population,resource and environment.It commits to break the dual structure of urban and rural areas,to realize the integrated development of urban and rural areas and truly to achieve the equal public service between urban and rural areas.Under the context of new type urbanization,the system of villages and towns refers to the integrated system structure of the system of rural space layout and urban space layout system.In this paper,based on the research background and relevant domestic and foreign research,the authors interprets the theories of new type urbanization around the world and the system of villages and towns with multiple disciplines using literature methods and inductive analysis,which lays the solid foundation for the effective implementation of subsequent research.In plan promulgated by our country,it's pointed out that large,medium and small cities and towns should coordinated with new type rural communities for mutual development.The proposal of new type urbanization indicates the transformation.Under this background,it's crucial to strengthen the construction of villages and towns community governance system from the national level.In sight of the problems in the existing planning of villages and towns,the policies on rural construction and town development are combined with to put forward more effective and feasible methods and strategic strategies for solving the current conditions of villages and towns.This paper argues that the new urbanization under the background of the transformation of village and town system planning method includes four aspects: from the single goal programming to the comprehensive goal planning,public participation in planning process,programming and planning objectives double direction,planning study combined with technology.New urbanization under the background of transition from the county town of village and town system planning content of system of village and town systems construction of planning,development planning,the county county towns system implementation plan,the county town system planning results system that transformation.Taking anda town system planning as an example expounds the town system planning in this transition period should be how to implement,including through the research of village and town systems layout for Anda studies the present situation and the problems existing in the development process,through the establishment of new urbanization under the background of urban and rural areas as a whole,to formulate anda area of urban and rural overall development goals,including overall development target,the target of economic development,social development,ecological environment protection target,development goal of urbanization and new rural construction,etc.Planning pays attention to the direction of the new idea of urbanization,anda cultivate town village system,actively developed towns and central village,improve the ability of small towns gathered and construction standard,form to city,town,town and village,layer upon layer push layout,comprehensive development of urban and rural development,so as to realize the new type of Anda urbanization development goals.
