Research On The Planning Strategy Of Characteristic Towns Under The Background Of New-type Urbanization

Over the past 30 years of reform and opening up,China's urbanization construction has achieved remarkable achievements.However,many problems have also arisen in the development process.In order to solve the problems arising from the development of urbanization,the leaders of the Party and the country proposed a new urbanization development strategy.Characteristic towns came into being in this context.First of all,through the summarization of domestic and foreign relevant theoretical research,this paper studies the definition and development characteristics of new urbanization,and comprehensively combing the definition,classification,development history,characteristics,connotation,planning principles,planning strategies,operating models of characteristic towns and Planning protection.Under the background of new urbanization,Zhejiang Province first proposed the concept of "characteristic town",which quickly penetrated the whole country under the joint promotion of the Ministry of Housing and Development,the National Development and Reform Commission,and the Ministry of Finance.The characteristic towns realize their Functional "combination",cultural "truth and special",industry "excellent and strong",space "excellent and beautiful",ecological "green and continuous",mechanism "new and live" through planning strategies for industrial restructuring,function implantation,cultural regeneration,and environmental restoration,makeing the characteristic town a new carrier and platform for the development of new urbanization.Then,based on the dynamic research of the theoretical status quo,this paper constructs a planning strategy for featured towns under the background of new urbanization.The characteristic town under the new urbanization follows the planning strategy of four synchronizations,industrial restructuring;layout optimization,function implantation;inheritance characteristics,cultural regeneration;ecological civilization,environmental restoration and the planning protection of market-led,government-led;overall planning,classified guidance;co-construction and sharing,smart governance,to jointly build a special town planning system.Afterwards,this article takes the Liangshan Lake Landscape Culture Town in Wuhan as an example to carry out the practice of the planning strategies of characteristics towns under the background of new urbanization.The Liangzi Lake Landscape Culture Town in Wuhan is guided by the national and Hubei Province's views on speeding up the development of featured towns,with the eco-tourism industry as the core and the landscape culture as the soul,making it a unique eco-tourism characteristic town in Hubei province,one of the representative ecotourism towns in China.The Liangzihu Landscape Culture Town in Wuhan follow the planning strategy of four modernizations,industrial restructuring;optimize the layout,function implantation;inheritance characteristics,cultural regeneration;ecological civilization,environmental restoration.The planning guarantees adhere to the"government-enterprise" collaborative governance,"Wuhan-Jiangxia" urban and rural planning,"platform-system" wisdom governance,to ensure the smooth implementation of the characteristics of the town planning.Finally,this article summarizes the study of the planning strategy of the characteristic towns,analyzes the limitations and deficiencies of the research,and makes a scientific outlook on the future development of the characteristic towns.The construction of domestic characteristic towns is still at the initial stage of development.Different regions should be based on different stages of development,regional culture,resource endowments,market requirements,etc.,to create irreplaceable sustainable development characteristics of the town.
