Nearly years, the global environmental problems, such as climate change, resource depletion, environmental pollutions and biodiversity reduction have caused extensive concern of the whole world. Among these problems, the global climate change has brought serious negative effect to our human survival and ecological system. Research at home and abroad have fully proved that carbon emissions are the main factors of global climate warming. In response to the climate change, developing the low-carbon economy has become a global common core issues, the low-carbon city development pattern which is designed to reduce the carbon emissions of human activity in the world has been accepted. As the guidance and control of urban development, urban planning plays an important role in this transformation process. Urban planning needs to carry out low carbon concept, comprehensive arrangement of land-used structure, urban spatial layout, resources use and all constructions, can not only affect the distribution of industry and living space, but also affect the social space structure, thus reducing the carbon emissions and energy consumption.The domestic exploration of low-carbon urban planning started rather late, it pays more attention to the theoretical research of urban material space, but it is lack of practice in the specific cities. It has been applied to a few new town or district development and construction. Under the background of low carbon-city, urban spatial planning hopes to achieve the effect of carbon reduction by adjusting the urban land use and urban function layout in a large extent. It is difficult to perform quantitative statistics and forecast the traffic carbon emissions caused by urban spatial adjustment in the short term, but can show in the mechanism producing urban traffic:characteristics of resident transportation. This paper unifies Tai’an city in Shandong province, starting from analysis of transportation, exploring the mutual influence mechanism between elements of urban space and resident transportation, putting forward urban spatial planning strategy in favor of the resident low-carbon transportation.First of all, paper fundamentally studies of mutual influence m between elements of urban space and resident transportation and its carbon emissions, inducts organic evacuation and new urbanism and other relevant basic theory. Then explores the elements of urban space effecting transportation and its carbon emissions, summarizes characteristics of urban space guided by low-carbon travel by analyzing the case of public transport developed country and city in the world. Secondly, paper invests and researches the residents of Tai’an city transportation and carbon emission, discusses the necessity of building a low-carbon transportation mode of Tai’an City, choses and the constructs resident low-carbon transportation mode in Tai’an city. Thirdly, paper analyses the characteristics and development trend of Tai’an city urban spatial evolution, studies urban space factor causing high carbon emissions of resident transportation of Tai’an and influence on the Tai’an urban space of low-carbon transportation transformation. Finally, paper puts forward urban space planning strategy from the level of overall city and group in Tai’an city, gives some suggestions on urban space planning and management.The main research achievements of this paper could be described as follows:Firstly, research progress and enlightenment of domestic and foreign low-carbon urban spatial planning theory and practice. Secondly, urban space essential factor affecting resident transportation and carbon emissions. Thirdly, city case and spatial characteristics under the guidance of low-carbon trip mode. Fourthly, selecting and constructing low-carbon transportation mode of Tai’an residents. Fifthly, urban spatial analysis based on resident trip characteristics of Tai’an city. Sixthly, strategies of urban spatial planning of Tai’an city.
