This paper analyzes the status of new town planning and construction, presents newtown planning strategy based on the concept of carbon, including industrial planningpolicy, transport planning policy, community planning strategy. Purpose is to provide anew planning path, reduce carbon emissions and achieve sustainable urban development.Industrial planning policies include industry selection strategy, industrialdevelopment strategy, industrial layout strategy. Industry selection strategy: localconditions, technical guide, low-carbon catch up, beware of low-carbon fraud, preventcontamination transfer.Industry development strategy: determine the target system oflow-carbon development, industrial clusters, the establishment of a high standard ofindustrial structure adjustment of primary energy consumption structure, the establishmentof low-carbon technology R&D system.Transport planning policies include macroeconomic policy and micro policies.Macroeconomic policy includes traffic patterns, slow traffic system, seamless; micropolicies include the road system, parking facilities and transport options.Community planning strategy includes overall planning strategy (function mixed,moderate compact, reasonable layout of the residential population); special planningstrategies (low-carbon transport system, supporting services and facilities, green spacesystem, clean energy and recycled water use); single building plan strategy (green energy,construction water, indoor environment and green building materials, etc.).In summary, the paper presents industrial planning strategy, transportation planningstrategy, community planning strategy. Analysis the case of Shishou South New City,described the feasibility of the strategy implementation.
