Rapid developments of urbanization are becoming the main reasons of global environmental impact. Urban development and maintenance require system consumes significant resources,resulting in greenhouse gas emissions (CO2 mainly). It is cause the recent global warming and a series of other climate problem. Reduce the urban carbon emissions; build livable type of low carbon cities has become the main cities throughout the future development direction. In the fast development of the urbanization and economic structure transformation key period, as one of the carbon emissions powers, China need to keeping the pace of economic growth and quickly achieve high efficiency and energy saving and emission reduction at the same time, in order to achieve the targets of low carbon emissions or zero carbon emissions. China has launched national low carbon cities pilot construction recently, but the pilot work didn't involve in the construction of the pilot study in second-tier cities. Shijiazhuang, the capital of Hebei province, as experienced "three years changed" town transformation, will entering new city planning development phase guided by the 12th five-year plan. on the basis of the smooth transition of the economic structure in national economy, How to increase income and reduce the urban resource consumption, strengthen the ecological environment protection, enhance the efficiency of energy saving and emission reduction, achieve sustainable development, improve the urban overall life habitability, will be the important segment in low carbon cities construction. This thesis is on the basis of the research of the low carbon cities construction in China and abroad. I empirical researched Shijiazhuang city with urban planning perspective as an example and analyzed current Shijiazhuang carbon emissions and carbon absorption condition. I discussed the deep reasons of high carbon emissions and constructed Shijiazhuang city development model of low carbon. I researched the path of Shijiazhuang city planning in the construction of low carbon cities and put forward countermeasures and measures for the construction of the low carbon cities.The Full structure of this thesis is divided into six chapters. First chapter as the introduction introduced the background and significance, the content, methods and technical route. The second chapter summarized the current low carbon cities in China and abroad, analyzed the difficulty of low carbon China's current urban development, summed up the idea of low carbon cities construction in the current economic condition in China, discussed the principle of the development of the future development in low carbon cities of constructing strategic methods and paths. The third chapter presents the main research theory. In the first part, through analyzed the carbon emissions, this paper discussed further contact about mechanism of urban production and carbon emissions, for clearing the direction of inhibiting carbon emissions in cities. With two aspects: city industrial production energy consumption, transportation exhaust, energy consumption in residents living which caused high carbon emissions; And the destruction of green land resource which reduced carbon absorb. Expounded the formation and the relationship about carbon source and carbon sink in the present urban high carbon mode .The second part introduced the related urban planning theory about low carbon cities construction. Including: Compact urban theory, advocates high-density, mixed use land, to save the land resources, will be used in reducing the residents living and working in travel distance through the perfect, prudent multicenter regional structure. Urban traffic planning theory, proposes influence of road traffic planning in the whole area of city space, had analyzed how dose regional spatial structure deploy the residents job and life to guide the transportation of urban residents. Urban green space planning theory, included the urban green space layout in the overall urban land arrangement, the index of green land in residential land and the planning about city greening and open space system, had put forward solutions about how to reduce carbon emissions in the works of urban planning. In the fourth chapter,as the research object,I analyzed Shijiazhuang city's condition and United the related theory. Put forward specific solutions implemented how to reduce carbon source and strengthen carbon absorb in city. Put forward the main solutions in the field of urban planning, building the mode of low carbon urban planning in Shijiazhuang city. Including :(1) The index of low carbon cities construction, guided by unhook theory, establish Shijiazhuang carbon emissions evaluation standard. (2) The mode of Shijiazhuang low carbon cities, through the econometric models and the current statistical data of Shijiazhuang city to predict the future carbon emissions development scene, and puts forward the core problem of reducing carbon emissions.(3) Analyzed the basic problem in the field of Shijiazhuang low carbon emissions and put forward problems of Shijiazhuang industry, traffic, resident living and green land in high carbon emissions and low carbon absorption. (4) The study of low carbon urban planning in Shijiazhuang, through the low carbon urban planning perspective to guide Shijiazhuang city to find ways and means for reducing carbon emissions in the future. Chapter 5 combined with model analyzed the difficulty of urban development which will be in low carbonation in future ,and proposed suggestions and measures about the future of Shijiazhuang urban construction from government function and civics angles. Which Including: The adjustment of energy structure, the policy of encouraging and security, the propaganda of environmental protection and energy conservation. The sixth chapter had made some conclusions and further study suggests.Through the low carbon urban planning theory research, this article has been clear about the emphasis on the direction and planning thought of current low carbon urban construction from the perspective of urban planning, and provided theoretical and practical guidance on future low carbon cities construction of Shijiazhuang. The thesis filled in the gaps of the theory about low carbon construction in Shijiazhuang city. It had academic value and practical significance.
