Study On The Evaluation Of Fujian Provicial Expressway Service Area Construction Project

Expressway service area as one of the auxiliary facilities of expressway, they play a positive role to improve the efficiency of the expressway, protect expressway operation safety, and also provide comfortable traffic condition. After more than 20 years of building and operating, thanks to economic development and industrial structure change, the expressway transportation industry showed intensive and large scale development, this condition increased the demand level of the expressway service area, and also caused a series of questions. Therefore to access the effect of available expressway service area adapt traffic forecasts or meet the traffic demand of social development is very important, we need to quickly evaluate and study on available expressway service areas which were already on using.After evaluation internal and external research of expressway projects, they mainly focused on expressway as the research object, but research on the assessment of expressway service areas is less. The main research object of this study is how to efficiently review and summary the project of expressway service area construction from planning, design, implementation and operation, make a system comparison on the final results during project implementing and completion with initial planning of Project decisions and objectives identified. Basing on the difference of regional economy in Fujian province, this study system analysis, discuss, evaluate on the implementation of the expressway service area project impact on the economy, society, use, and management and other environmental objectives, by constructing the evaluation index system for the project of expressway service area, using multi-index comprehensive evaluation method of Analytic Hierarchy (Analytic Hierarchy Process) to determine the index weight, and finally evaluate the expressway service area construction projects, as the basis for the implementation of expressway service area construction project, and then around studied on the project post evaluation in construction project of Fujian province expressway service area, combination with the theory, method and practice as a reference for the future of expressway service areas’building, rebuilding, expansion and so on.
