Post-evaluation Study On Social Benefits Of WH Airport Expressway Rerouting Project

At present,China’s expressway has been developing rapidly,and the development of expressway can improve the efficient use of land resources,improve the safety of transportation,promote the development of regional economy,promote the modern logistics industry,and improve the quality of life of the people.At the same time,it is necessary to carry out the post evaluation of social benefits after the expressway construction project enters the operation period.The purpose of the post evaluation is to provide the basis for the decision-making of expressway project establishment,so as to improve the management of the project investment establishment stage and avoid the decision-making by analyzing the influence degree,positive or negative influence of each index on the post evaluation results of social benefits Make mistakes or waste investment risks.The research of this paper will first establish a post evaluation index system of social benefits,then use AHP method to get the index weight value,and finally use the membership conversion algorithm in multi index decision-making to get the evaluation conclusion of the project.In this paper,after collecting the opinions of experts in this field,the judgment matrix between indicators is obtained by summarizing,and then a simple and practical method in operational research is used,which is an approximate method to calculate the weight value of judgment matrix elements.Secondly,the mathematical model of transforming membership degree is studied,and the "effective value" acting on target classification is extracted from the membership degree of index items in each data transformation process.In the transformation process of this problem,we further complete the filtering of redundant data,and use the general index membership conversion method to finally calculate the membership of the target we need.Finally,this paper analyzes the post evaluation of the social benefits of the expressway from the quantitative aspect,using the membership conversion algorithm to study the project,and finally according to the confidence recognition criteria,we get the conclusion that the social benefits of the project belong to the "general level",with85% of the above confidence.Finally,the research of this paper hopes to help improve the practical level of social benefit evaluation of expressway construction projects,improve the level of project decision-making,and contribute to the sustainable and healthy development of Expressway in China.
