| With the development of social economy and the enhancement of science and technology innovation ability, the railway survey and design means have been a continuous improvement in design ideas and design concepts with the times. Nevertheless, the management system, operation mode, quality management method in railway survey and design enterprises have been changed little. Therefore, the author uses the theories of project and quality management, comprehensively analyzes the railway survey and design project quality management system and its organization form, management responsibility, management process and method, and systematically analyzing the key of quality control link in a management system. On bases of above-mentioned, the project and quality management system of the ZTZ Company has been systematically innovated and improved so as to meet the intensive project quality management for Railway Survey and Design Enterprises.Firstly, the author elaborates the development status of survey and design project and quality management theory and the mature experience methods of project and quality management system in survey and design industry. Taking the ZTZ Company as an example, current useful experiences and deficiencies of the organization form, management responsibilities and methods for project quality management have been analyzed. Simultaneously, taking the project of JTH passenger line as an example, according to the project life cycle theory and process method, the works of engineering survey and design in various stages of and quality control activities have been summarized, and the innovative design framework and its elements of the project and quality management system for the ZTZ Company have been established.Secondly, the author systematically analyzes system operation and interaction effect in a key quality control link of a survey and design project and quality management system with the theoretical analysis method, process method and systematical analysis method related to project and quality management. Combined with many typical successful projects in the current survey design project and quality management, the project and quality management system for the ZTZ Company has been systematically innovated, and making it inspected and improved in some practice of survey and design projects.Finally, according to the ZTZ Company innovation operation practice of project and quality management system, this project research conclusions and its suggestion for continuous improvement have been achieved.These research conclusions have been achieved that:the project quality management system and its management organization for the ZTZ Company are appropriate. Its management responsibility and management process are clear and crisp. Its management procedure and management method are practical and effective. the project management operation for survey and design in accordance with the existing management system, quality management and control carried out in the Company are appropriate, effective, feasible so that the project implementation and its goal realization can be guaranteed. However, there also exist some problems in the survey and design project quality activities to need continuously enhancing and constantly improving.Suggestions for continuous improvement:1. The quality management system of the ZTZ Company is not static and needed dynamic maintenance and continuous improvement. The company should strengthen the system documents study and propaganda to create a good atmosphere of quality management for improving a quality consciousness and self-consciousness in staff.2. In order to bring enthusiasm and subjective initiative of an overall responsible person and a professional person into play, it is proposed that the allocation power and the reward power are endowed with the overall responsible person in "the overall design system" project organization form, and making it the "responsibility, right and benefit" matched.3. The ZTZ Company that adopts the "overall design system" organization form for railway survey and design project can suitably ensure the implementation of large and complex project. For some projects with relatively simple technical conditions, and conditions permitting, a projectized organization form can be used so as to the unified command and project quality control, and to improve the work efficiency and to ensure the quality.4. The human resource in survey and design enterprise is the first resource, "people" is the key factor to ensure the design quality. Improving the quality of survey and design, first is to improve the design quality of the designer, and second is to enhance the professional competent chief engineer’s control ability.5. It is suggested that, in the projects of survey and design, the management procedure and management method should be standardized, the quality files should be seriously implemented, the quality objectives should be clearly, the design qualities should be seriously controlled and improved. Improving the design document quality especially should strengthen the quality control of geological prospecting works, and improving the accuracy of geological data to reduce the change of design.6. It is suggested that the idea of "prevention first" and management by objectives in the project quality management should be insisted on, and to eliminate problems in the process, and to avoid the unqualified products.7. It is suggested that the phenomenon of one-sided emphasized on the time limit for a project and the plan to complete the task weaken quality management should be overcome in project management. So, the comprehensive coordination and optimization of goals can be achieved.8. Quality targets of survey and design project are not only to meet the project quality standards and the requirements of the owner, but also meet the needs of other stakeholders and social needs. |
