The overwhelming development trend of highway construction projects is playing a huge role in the promotion of national economy and the construction of urban landscape, however, the high frequency of construction site accidents is a serious threat to people’s life, health and property safety, therefore, more and more researchers begin to widely focus on how to mitigate and control the risk factors in the construction sites, create a safer working environment. A lot of research is aimed at starting from the macroscopic perspective of project management, using people’s subjective factors and irregularities as the breakthrough point, excessively relying on the experts’ opinions and historical data, resulting in the lack of research’s reality and practicality. This paper attempts to stand in a microcosmic perspective of highway construction layout, analyze the risk factors in the process of construction layout, use the scientific methods to optimize and improve, embody the security management issues, avoid vain generalization and theorization, improve the operability of project management.By summing up and sorting the previous literature, using systematic methods such as LEC to complete the primary and further selection of risk index, establishing a highway construction layout risk index system with universal significance eventually. Although the index system is rough, the act opens up a new research direction innovatively.Trying to combine the traditional Grey Correlation Analysis method and Technique for Order Preference by Similarity to Ideal Solution(TOPSIS), complement from each other, develop a improved Grey Correlation Ideal Solution to solve the risk analysis of highway construction layout, introduce the grey correlation relative closeness as the evaluation criteria of key risk factors. Not only fully demonstrate the effectiveness and superiority of this model in the highway construction layout risk analysis, but also help people to control major risks more targeted.Using the Genetic Algorithm to optimize layout scheme, accomplish alternatives’ screening and evaluation with the help of Ideal Solution. The paper proves that the GA has great advantages in optimization study of highway construction layout, and establishes a more comprehensive evaluation attributes, provides a guideline for the further research.Through the actual case of BiWei highway construction layout, we can explain that the specific derivation of the above research methods, and systematically analyze the key risks in the BiWei highway construction layout, confirm the order of risk influence. The grey correlation relative closeness has increased 6.95% by optimizing and improving the original scheme, this paper achieves the desired purposes and obtains satisfying research results.This paper extends the risk analysis and optimization of highway construction layout, effectively reduces the risk of highway construction and improves the safety level of construction site by analyzing and optimizing the construction layout, this paper achieves the study purpose.
