In recent years, the construction of highways in our country has stepped onto a new stage in company with the integrated improvement of the comprehensive national power. Under the influence of Western Development Strategy, the highway construction is expanding fast to western mountainous areas. So far, the total distance of highways in western rural areas has exceeded a quarter of the total distance of highways throughout the country, which brings a fast and convenient transportation system and, in a mean while, a series of problems such as high volume of accidents,difficulty in rescue, high frequency of traffic jam and etc. Although there have been many domestic and overseas experts and scholars setting out to do some research about the key structure of highways and the emergency early-warning techniques to deal with the traffic accidents on highway, they have not yet researched the emergency arly-warning system of the highway network in mountainous areas.Therefore, based on key structure of highways and the emergency early-warning techniques, this article will stand in the view of the whole traffic environment in mountainous areas and research into the establishment of the emergency linkage mode and emergency early-warning system. Furthermore, in accordance with the emphasis and difficulties in traffic safety management of mountainous areas, this article will emphasize on the research of the traffic flow control in mountainous areas when facing all kinds of emergency situations, as a result to ensure a scientific, reasonable,secure, and efficient traffic flow control on rural highways.This article will also emphasize on the research about the comprehensive system consisted with emergency early-warning, emergency response, emergency scheduling,information distribution and etc. Based on the real situation of rural highways, this article will come up with the ideas and theories related to “one to one†and “multiple to one†emergency linkage system respectively. Afterwards, this article will over draw attention to the research in traffic linkage control strategy in the following aspects respectively: entrance ramp control, principle traffic line control, remote splitting control, and priority of traffic control.Meanwhile, due to the fact that highways in mountainous areas have special traffic environment such as the close connection between bridges and channels, the abrupt slopes with sharp turns, continuous big and long longitudinal slopes, and high slopes etc., this article will also stress the specific methods of controlling traffic flowsin key structures of highways in mountainous areas such as curves, big and long downhill paths, and channels, especially the selection of the key points in traffic control, and the deep research into the methods of traffic flow controls. All of these will ensure the realization of the appropriateness of the methods used to control traffic flows, managing the traffic flow in a scientific, timely and secure way. In addition to this, this article takes the traffic control during highway construction as an example, to research the methods of controlling traffic flow on principle lanes such as left lanes,controlled lanes, right lanes, single-double pass, and intermittent lanes. All the research is based on the keys and difficulties in traffic flow control of highways in mountainous areas.Lastly, we will apply the research results in this article to the practice. We will choose Yubei Highway from Caoshan Channel to Gufo tollbooth as a typical highway in mountainous areas, set up relevant mathematical models, and establish a emergency early-warning linkage system for each segment in accordance with the theories of“one to one†and “multiple to one†emergency linkage system. |
