Because of Mountainous terrain’s fluctuation, the complex geological andmeteorological conditions, the operation environment of highway in mountainous terrainexists safety problems, such as complex running environment, more accident-prone sectionand so on. Fatal traffic accidents、extraordinarily serious traffic accidents’ incidence rates ormortality rates in mountainous terrain is all much higher than highway in plain area. So,Carrying out research about the safe operation management under the special events ofhighway in the mountainous area is of great significance for reducing the mountainous area’shighway accident rates, and ensuring the safety of road vehicle running.Aiming at effects of special events on the safe operation of highway in mountainous area,this paper, in the first, introducing the characteristics of mount-ainous highway’s specialevents, secondly, analyzing the running environment of mountainous highway from the linear,structure, road conditions, network environment and traffic characteristics and so on, finally,based on three kinds of special events, respectively discussing its the influence of highway inmountainous area’s traffic operation.This paper draws a conclusion by the analysis of the principal part of monitoring users anddifferent monitoring users’ needs, that environmental information monitoring, traffic flowparameters monitoring, event monitoring are principal part of mountainous highwayinformation monitoring. Furthermore,in order to obtain monitoring information required bythe user, the environmental monitoring indicators is developed by driving environment,traffic incidents, geological disaster respectively, and according to the monitor layout requiredby different indicators acquisition establish the methods of monitoring technology. Ultimatelymountainous highway running technical standards is formulated from two aspects of themonitor techniques and the monitor layout.Based on the characteristics of special events and the degree of influence of specialevents operating on the mountainous highway traffic, different types of special events will bedivided into different levels,through the analysis of operational management strategies whichcombines engineering measures and traffic management strategies, make the correspondingclassification operation disposal program to different types and grades of special events andgive the operation disposal process for various special events.The purpose of this paper is to correctly select the guidance and control strategy ofmountainous area highway after the special incident, In-depth analysis the relationshipbetween the guidance and control technology application characteristics and measures, andmakes the optimal measures. By studying the channel network, the determination ofpersuation nodes, building the channel model based on the multipath stochastic userequilibrium traffic assignment model (SUE).Through researching the mountain area highwayramp control characteristics and the evaluation of road traffic capacity behind special event,building the ramp gateway model based on linear programming model.Finally, using the analytic hierarchy process (AHP), fuzzy comprehensive evaluationmodel to evaluate the effect of mountain area expressway operation and management behindspecial event.
