The Research Of Space Control System In The Coordinate Mechanism For Multi-spatial Planning

Since the coordinate mechanism for (urban planning, the national economic and social development plans and land use planning, hereinafter referred to as the "three planning") spatial planning implemented in Guangzhou, nationwide planning coordination is booming。 Urbanization in the central work Conference in 2013 and National new urbanization plan (2014-2020 years) issued in 2014, have explicitly offered to coordinate urban planning, the national economic and social development planning, land use planning environmental protection planning (hereinafter referred to as the multi-planning) and other related planning of county, and establish of a unified system of spatial planning.Therefore, how to effectively coordinate the present confliction between planning, allocate regional urban and rural space resources reasonably, that will be a problem to be solved in coordinate mechanism for multi-planning. While as the government’s policy of regional management and control, space control’s spatial structure that will not only affect the effectiveness of local government management, but also closely related with urban and rural space resources use. In addition, from the situation of coordinate mechanism for three planning in current pilot city, county level were mostly selected. In summary, for demand of coordinate mechanism for multi-planning, the paper research how to construct the county (city, district) level space control system based on characteristics of coordinate mechanism for multi-planning, so as to solve mutual constraint of different planning and manage urban and rural spatial resources reasonably, that with the purpose of exploring the corresponding theory, while promoting coordinate mechanism for multi-planning work, and making an attempt to establish a coordinated space control system.Based on the analysis of the relation and difference between "multi planning", the paper expounds connotation of coordinate mechanism for multi-planning and clear out its "emphasis on coordination" features, what is based on to analyzing multi-planning space control. The result is as following. Three district and four line in urban planning focuses more on the central city with the lack of consideration of the region. "Three boundary and four district" in land use planning is based on cultivated land protection as the starting point. Main function planning of national economic and social development planning and environmental protection planning is absent in the county level, that unable to be specific implemented. So that drawing a space control system which consist of restrictive line and land functional partition of county coordinate mechanism for multi-planning. After the construction of the above theory, the paper take Fuping county as an example, that verify technical methods proposed and put forward control measures and space control implementation platform.The main conclusions of this paper are as following: ①At this stage, the essential charaeteristics of coordinate mechanism for multi-planning is coordination. And space control is the core content; ②he space control of the coordinate mechanism for multi-planning should have a system which consist of restrictive line and land functional partition;③Coordinating the space conflict is playing a major role in the restrictive lines, especially between the urban planning and land use planning. Furthermore, the other appeals such as the conservation of historic landmarks and sites should be taken into account when delimiting the restrictive lines; ④The land functional partition should be on the basis of main function planning and environmental protection planning, and should have the actual effect of management;⑤The restrictive line and land functional partition should have the relationship between top-down; ⑥The implementation of space control needs technology and mechanism for guarantee.
