| In recent years, the prosperity of chemical market has contributed greatly to the rise in demand for maritime transportation of chemicals, and at the same time, the growth trend of maritime transportation of chemicals also puts more pressure on the safety management of domestic bulk chemical tankers.Generally speaking, the majority of shipping bulk chemicals are flammable or combustible, or reactive, or highly poisonous, or contaminative, or corrosive and so on. One or several of these properties are very dangerous. If the shipping bulk chemicals were mismanaged during storage or transportation, it is likely to cause damage to a ship and other major accidents, and severe cases can lead to casualties, environmental pollution and other disastrous consequences.To overcome these problems in the transportation or storage process of shipping bulk chemicals and to improve the managers’ professional competency,and in accordance with relevant international conventions and the corresponding national regulations, and taking into account the needs related enterprises, in this paper, research and implementation work of marine bulk chemical information system have been carried out. The main contents are as follows:Based on the analysis to the classification and risk of bulk chemicals, the transport properties of bulk chemicals have been researched in detail in the shipping process.On the basis of the analysis to the functional requirements and system development feasibility of marine bulk chemicals information system, the overall design scheme of the marine bulk chemical information system has been proposed.And the main function module of the system has been designed in detail, system management module, safety knowledge module, cargo information management module, safety training for the chemical tanker module, individual settings module and online communication module included.Based on B/S development architecture, the marine bulk chemical information system has been developed with Java, Javascript, SQL and other technology. This paper focuses on the design and development on the functions of bulk chemical information management and the safety training of chemical tanker, and has established a database which contains the information of more than 800 kinds of marine bulk chemicals. The information includes the nature of the chemicals, the supervision norms, washing requirements, emergency measures, and loading & unloading operations, etc. which is convenient to query, know and understand the chemical information for maritime transportation employees; and the system can also generate MSDS(Material Safety Data Sheet) reports which can be printed and filed by relevant staff. The safety training module is a online safety training course of chemical tanker combined with IMO model course for chemical tanker and domestic related training materials, which has truly implemented a network of online training for the crew as well as ports and other related staff.What’s more, the safety training module has also reduced the training costs for the relevant enterprises and departments.The successful implementation of the system is very important for the safe maritime transportation of bulk chemicals, and the remote online training and online Q&A functions of the system has provided technical support for the relevant employees. |
