Marine bulk chemical transportation is one of most rapidly emerging research area both at home and abroad .there is imperative need for effectively planned response to chemical spill now in China.First the dissertation sorts the liquid chemicals in bulk by their character. The paper analyzes the movement form of the chemical in bulk and offers each type with corresponding formula. Then according to the suggestion of experts and the literature some damage factors are ascertained such as spill spot, the character of chemical, the status of ship, spill volume. Fuzzy mathematical method is adopted to build the comprehensive evaluation model so that the levels of the damage of accidents can be judged. Decision in accident must be based on evaluations about the level of the accident and observations of sea. And the best method must be chosen according to the practicality, efficiency and economy of the different methods available. Developing a program in Visual Basic assistants the paper. As the data input, the user can quickly master the trend of the spill chemical and the level of the damage. The system can also offer the plan of emergency decision.
