In the petrochemical industry, aromatic hydrocarbon substances are extremely important intermediate products. They are mainly produced in the catalytic reforming of crude oil refining, ethylene cracking process of pyrolysis gasoline, or as a by-product of coal coking. Reforming of heavy aromatic hydrocarbon, pyrolysis gasoline aromatics and coal tar are the main source of heavy aromatics and mixed aromatics in the petrochemical process. There is a huge shipping demand of mixed aromatic hydrocarbon cargos. Sometimes they are carried by chemical tanker, otherwise by oil tanker. Different forms of transportation results in different marine rules and costs. As a result, the management method also differs. It will bring a lot of confusions to the maritime safety administration.Nowadays, there is no specific method or standard to determine whether a mixed aromatic hydrocarbon product should be classified as oil or chemical. A professional assessment of aromatic mixture is needed for marine transportation. Even a professional institute has detected all of the components, content and related technical index, it is also very difficult to determine the classification of aromatic mixture.In this paper, the author made the research of the composition and properties of petroleum and its products, analyzing the concepts of oil and chemicals in the relevant conventions, as well as the different transportation requirements for bulk oil and chemicals. Based on these researches, the author tries to figure out a reasonable classification method of oil and chemicals in the marine transportation, and clarify whether an oil related product should be deemed as oil or chemical for marine transportation.
