Mechanism Of Public Facilities Provision In A Strong Self Organizing Context

The modes of public service facilities provision vary across eras and areas. While the majority of western countries follow a market or society oriented multi-subject mode, in most Chinese cities, although there’s a growing trend of participation by companies and social organizations, the government remains an absolutely dominant figure. Chaoyang District however, with its unique strong self-organizing context, leads a different way in its provision of public service facilities. This thesis analyzes the mechanism of facility provision of Chaoyang and finds it a mechanism with multiple participating subjects which fall into three categories:government, market and society. In this mechanism, there are four main methods of provision, among which a "donating alliance" formed by the government, Chaoshan merchants and non-profit organizations and a "fundraising alliance" formed by the village (or community) council, clan, local residents and outside residents are the distinctive methods. By analyzing the context, the behavior of multiple subjects, the effects of facility provision and the interelations among them, the thesis is able to give a clear explanation of the mechanism, together with its evaluations and corresponding suggestions.Chapter One proposes the issue of the thesis, introducing its background, significance, and relating literatures.Chapter Two explains the related concepts, outlines the theoretical motivations of multiple subjects and reviews relevant theories and practices.Chapter Three provides a statistics of the subjects participating in the provision of different facilities, recognizes multiple subjects, describes the behavior of them, and summarizes four major methods of facility provision in Chaoyang.Chapter Four is the main part of this thesis. It gives an in-depth explanation of the mechanism of facility provision in Chaoyang district by analyzing the context, the behavior of multiple subjects, the effects of facility provision and the interelations among them in the four major methods. Then the overall mechanism of facility provision is illustrated and briefly explained.Chapter Five analyzes the development of facilities under the influence of the present mechanism, evaluateds the mechanism and tries to give some suggestions to it..Chapter Six concludes the thesis, brings about some relating discussions and points out the shortcomings of this thesis.The whole thesis contains about 40000 words,39 pictures and charts.
