With the wave of reform and opening up over the years,China's urbanization has moved from incremental development to the stage of stock development.The reform of land and space planning has clarified the delimitation of urban boundaries,and highlighted the role and significance of urban stock resources,and urban renewal will gradually become the main way of urban development,and become an important reality and challenge facing planning.Urban residential areas are an important functional space and components of cities,and the old settlements account for the largest proportion of urban stock resources./b10>At present,Shenzhen,Guangzhou and Shanghai and other developed coastal cities of the renewal practice is at the forefront of the country,the stock of land is divided into urban old urban areas,old industrial areas and old villages three categories,while the preparation of the corresponding supporting policies and procedures,urban old settlements in the framework of urban old urban transformation,transformation methods are divided into demolition and reconstruction,functional replacement and comprehensive remediation;Comparing the above two old urban settlement renewal system,the renewal of old settlements in mainland cities lacks the overall grasp and scientific evaluation of the urban stock land.Therefore,we should change the single renewal mode of inland cities,study the best transformation mode of old settlements in different types of cities,and explore a more sustainable path of renewal.This paper first summarizes and combs the relevant research and practice progress at home and abroad,starting from the research background,basic theory and literature review of the renewal of old urban settlements.Foreign cities have gone through the modern large-scale demolition and reconstruction of the settlement renewal,modern "urban reconstruction","urban renewal" and "urban redevelopment" of the concept of settlement renewal,and then to the contemporary residential renewal of the scientific and socialization of the three periods,from a single unsustainable gradually to a reasonable and sustainable multi-renewal model.Research on urban settlement renewal in China began in the 1980 s and began to grow rapidly after2010.At present,the research on the renewal of domestic settlements mainly focuses on case studies and qualitative studies,focusing on the difficulties and difficulties of the old urban settlements in the renewal,and the research direction includes the management of old settlements,the interest game in the renewal of old settlements and the construction of communities.Secondly,from the stakeholder and game theory,analyze the renewal mechanism of the old urban settlements,sort out the demand conditions that should be met in the renewal and implementation of the old urban settlements: First,the needs of the residents of the settlements for livable and convenient living,which is the fundamental motivation for the renewal and transformation of old settlements;The demand of maximizing the comprehensive benefit--that is,the public interest maximization demand,includes the content of spatial adjustment,traffic optimization and urban economic benefits,social benefits and environmental benefits such as urban upgrading,and thirdly,the market demand for the renewal of urban old settlements-is the demand for renewal potential,which is embodied in the development potential and construction cost.By combing and subdividing the interest needs of residents,government and market tripartite interest subjects in the renewal of urban old settlements,the index is quantified and the model of screening and evaluation of old urban settlements is constructed.Finally,the study of xi's stone forest area as a research area is studied in an example.Through the network reptiles and other methods to obtain the space data of the monument forest area,import the construction of the old urban area screening model,with the help of GIS spatial analysis and calculation function to update the old community screening needs evaluation,and based on the evaluation results to put forward the old residential renewal planning response and transformation strategy,from macro to micro,respectively,including the renewal area(county)classification,street residential renewal strategy and urban old residential type division and transformation proposal three levels,with a view to providing the city's old residential area update.The evaluation results show that the average demand for renewal of old community in The stone forest area is below 3(general update demand),and the overall renewal demand is low.The results of the residents' livability demand evaluation show that the carrying capacity of the internal dynamic static transportation system of the old district is generally low,which is characterized by the lack of parking space in the community and the poor internal traffic,and the results of the residents' convenient demand evaluation show that the demand for cultural and leisure facilities is higher in the walking life circle of the old community,as the configuration of the community reading room and green space park is less,and the government's efficiency demand and market potential demand are low,so it is proposed that the old district of the monument forest area is updated to promote the development.At the mid-level level,the eight streets of The stone forest area are divided into key updated streets in the Stone Forest District with Zhangjiavillage Street for its renewal needs and renewal scale.At the micro level,32 old neighborhoods are divided into 6 categories because of their different needs,with the largest proportion of old neighborhoods dominated by corrective needs,and some of the old neighborhoods do not need to be updated.Therefore,the renewal of the old community in the stone forest area should be promoted from the macro-deployment to the level of micro-demand change.(1)At the district(county)level,take the street as the basic renewal unit,and grasp the key renewal area,unified arrangements for the deployment of the main mode of promotion and renewal direction of the old district,focusing on the west,promoting the renewal and transformation project from the east and west at the same time,while updating the big data platform of urban settlements as the basic decision-making tool.(2)The street level is the key link under the start,the upper area(county)arrangement,the next start to collect the update dispensing needs of each old community detailed data and the implementation of the implementation of the update,its main function is to speed up the old neighborhood surrounding the supporting accounting and formulate specific construction programs.(3)At the micro level,the old community should be scientifically and rationally evaluated in order to seek the most realistic demands of the various stakeholders,explore the most reasonable path of transformation,pass up the most real data,and adopt different renewal schemes for different types of old neighborhoods.For the old community with strong market update demand(evaluation value is more than 4),it is suggested that the market as the main development body,government control,residents participate,actively absorb the renovation funds,promote the implementation of the renewal project,such community proposal to dismantle and rebuild mainly.
