The trend of population ageing is receiving global attention nowadays. China has started to feel the impact of a silvering society since the end of the 20th century. As our nation is facing the "ageing before wealthy"’problem and yet neither the domestic support to senior citizens from their family bread earners nor the community support from an incompetent and behind-schedule development of elderly care systems is sufficient to tackle the problem, the conventional elderly care models are no longer able to cope with the fast pace of population ageing nor with the need of senior citizens in our time, hence they need to be reviewed urgently. Among various newly emerging elderly care solutions, the concept of independent senior care community is a promising strategy that adapts to society need, mitigating both the mental distress caused by conventional nursing houses and multiple drawbacks of home-based care mode, creating a comfortable, harmonious, convenient and intimate environment for senior citizens. Under such a trend, the meaningfulness of researching on the provision of public service infrastructures in these independent senior care communities is prominent.This dissertation studies the provision of public service infrastructures in independent senior care communities by analyzing and criticizing a few recently built case studies in China. Eventually, this dissertation summarizes common problems found in the case studies and proposes counter solutions based on relevant documents and research. The end result aims to reinforce the theoretical support in this field which is currently inadequate.There are 6 chapters in this dissertation. Chapter 1 briefly introduces the research background, aim, meaningfulness, perspectives and existing study in domestic and foreign academic field. The research content, methodology and framework of this paper are also explained; Chapter 2 defines the specific subject of study in this paper. The difference between an independent senior care community and a normal community is analyzed. The origin, distribution, categorization and economics of independent senior care communities are also explained. Problems and inadequate areas in the provision of public service infrastructures in the independent senior care communities existing in China are raised based on the study of actual cases; Chapter 3 analyzes from various perspectives the factors that influence the development of independent senior care communities; Chapter 4 bases on relevant current codes and regulations to discuss from different perspectives the quantity and nature of different categories and provision standards of public service infrastructures in independent senior care communities; Chapter 5 raises the measures and suggestions in the provision of public service infrastructures in various independent senior care communities that target different community programs, customer groups and territorial situations; Chapter 6 summarizes and concludes all the previous research and analysis, discussing the limitations and possible future development of the research.
