Research On Implementation Of Energy Conservation Standard In The Architectural Construction Stage And Countermeasure

With the rapid development of construction industry in China, building energyconsumption is becoming more and more serious, the whole society pay more attentionto the energy saving work. The government and industry have developed a series ofenergy conservation standards, the area also basing on the national standard, accordingto their own actual situation to develop a series of energy conservation standards.Therefore, analysis of the questions which existing in the implementation of energyconservation standard, it is necessary to consider how to improve the implementationeffect of energy conservation standard.Using the method which combining theory with practice, this paper puts newresidential and new public buildings in Xi’an as the object, in view of theimplementation of energy conservation standard for questionnaire, after statisticalanalysis, we found that in the implementation of energy conservation standard exist theproblems such as policy system is not in place, weak supervision, lack of subject.Aiming at these problems, this paper takes the economic theory, public policy theoryas guidance, through the establishment of Game Model, to identify the main body inthe implementation of energy conservation standards and analysis the reasonsaccording to the selection behavior of interest subject. It is found that economicincentive policy is insufficient seriously dampened the enthusiasm of the constructionunit, energy saving information is not exchange smoothly make the market appears"adverse selection", reducing the implementation effect of energy conservation standard. Review agency positioning deviation, rent seeking behavior and weaknesssupervision causes the problem that supervision is weak, related practitioners lack ofwork ability, professional quality as well as the management chaos caused the mainlack of capacity problem.For the cause of this problem, the government needs to vigorously promoteeconomic incentive policies, building energy saving information release system toensure energy saving information exchange smoothly, the establishment of monitoringmechanisms to promote the whole process supervision toward normalization,institutionalization, through improving the government performance evaluation systemto reform the drawing mechanism, increase the education of professional skills andtraining inputs to improve the related engineering personnel and supervision personnelworking ability and so on. It has a certain guiding significance and application value toimprove the construction project implementation specification energy saving stage ofbuilding performance.
