The Research On Planning-construction Assessment&Optimizational Strategy Of Pu’Cheng County

With the rapid development of social economy and accelerating urbanization,regional and urban development has entered the period of transition adjustment, sinceChina followed the policy of reform and opening. During this particular period, manycities are faced with both opportunities and challenges. The planning compliments,implementation construction and implementation management, as the guidance of urbandevelopment, are confronted with a series of problems to be solved. And thecontradictions or challenges that encountered in the implementation of urban plan,weaken the importance of program work in the process of urban development andconstruction.This paper constructs a set of evaluation system for exploring to deal withuncertainty facing in the urban development from the perspective of urban overallplanning by selecting and analyzing three evaluation of urban planning in preparation,construction and management. Establishing such a dynamic evaluation system to makefurther study of every link or process can accurately find and point out the reasons thatcause the deviation, make targeted adjustment. Therefore, the pertinence and timelinessof city planning would be promoted.In this paper, it concludes the following four parts, taking Pucheng County as anexample to discuss the evaluation system of planning and construction and ensure theoptimization strategy of urban planning implementation.Chapter I is the introduction of related basic theory, mainly introduces the researchbackground, contents, methods, significance, previous study both at home and abroad,besides that, it states related basic theory and experience of planning evaluation at home and abroad as the guidance to the system of planning construction evaluation.Chapter II is the study of evaluation system. Through studying the city planningevaluation theory system, city planning evaluation system and city planning evaluationsystem to set up those three dynamic evaluation systems, urban planning evaluation,evaluation after construction, and implementing management evaluation.Chapter III is to deal with the ambiguity and contradiction by analyzing somepractical examples, and then increase the implement degree, administrative efficiency ofgovernment and ensure the operability of urban planning implementation.Chapter IV is the conclusion, making a brief summary of the progress that has beenmade by the author, after that, the author also points out the limited capacities, states thefurther study in the future.The dynamic index system of the small city planning construction in this paper hasboth theoretical and practical meanings; hence it can be used as a kind of reference forthe planning construction evaluation of the same type of city.
