| Spatial optimization is an eternal research proposition,the core of which is to establish a unified space control zonal division and realize actual implementation of main control lines so as to form the overall frame and big board of spacial planning.This must be based on the development of space evaluation and analysis of the conditions of land space background.Resource and environment carrying capacity evaluation must be regarded as an important technical method.In the transformation period when green development becomes a concept to be set up,main functional areas system is solidified,pollution control becomes a big battle to be fought and spacial planning becomes a great reform to be pushed,based on a new concept of resource and environment constraints,to conduct a comprehensive evaluation in small scale of county land space to further divide three kinds of spaces(town space,agricultural space and ecological space)and three kinds of control lines(ecological protection red line,permanent agricultural red line and border of urban development)and finally form a spatial planning base map.is a challenging job of strong theoretical significance and practical value.This thesis follows a systematic logic vein of "how to do in theory,how to do in practice and how to do better".Under the conditions of resource and environment constraints,the thesis tries to set up a system of spatial evaluation and optimization analysis framework,related models and methods and thinking processes,which are adapted to economic and social transformation and future development orientation.First of all,this paper discusses how to do in theory.The models and methods are set up for evaluation and optimization of county land space with a complete technology chain from "double evaluation" to "double questionnaires" to "three kinds of spaces and three control lines".In the first step,models of resource and environment carrying capacity evaluation under natural constraints and land spatial development suitability evaluation are constructed in which TOPSIS model based on composite empowerment is adopted to compute the resource and environment carrying capacity and GIS is employed to do the development suitability evaluation of grid unit.Then,double questionnaires are carried out to do investigation analysis from the aspects such as awareness,attitude,engagement and so on.In the third step,core ideas,processes,basic principles and integrated criterion for dividing three zones and three lines are put forward.Secondly,how to be practicable is discussed.Based on the methodology of double evaluation,double questionnaire and three kinds of space and three control lines,Yongchun county is chosen as the anatomical area for empirical research and implementation methodology.The empirical study finds that government departments are not satisfied with current planning system,the main obstacle of"multiple planning integration" is the inconsistency in planning system,the uncoordinated interests and unclear responsibilities of different departments.Therefore,a powerful organization should be established to promote the "multiple planing integration" on premise of double evaluation.In general,the resource and environment in Yongchun do not overload,presenting relatively obvious spacial variation.In urbanization and industrialization concentration area,the resource and environment carrying capacity is strong with large environment capacity,however,the area suitable for development in Yongchun is not large.Although the public’s perception level of space optimization of related concepts and policy is low,most of them support "three lines division" and are highly enthusiastic in participation of spatial optimization.The percentages of three zones are 4.86:31.10:64.04.Finally,the paper summarizes the points of how to do better.This part sorts out the main points of the lack and missing link of information and data in county.village,and grid scale.It puts forward ’"relatively accurate practical processing method" and some suggestions for further improvement.The paper emphasizes the construction,guidance and implementation of methodology,integrates double evaluations,double questionnaires and three zones and three lines,builds land spatial evaluation and optimization process and method framework with subjects of different interest,such as government departments and the public and explores the realization method of key technology link of dividing three zones and three lines.It is of strong theoretical and practical value to expand the method of land spatial evaluation and optimization methodology,rich the theory of main function zones.lt can also provide case support for the optimization of land spatial evaluation and practice of spatial planning in county area of key ecological functional zones.The paper tries to build evaluation index system based on main function orientation of country land space and improve the evaluation methods,tentatively puts forward the division process and standards of three zones and three lines and involves government and the public into evaluation system to construct land spatial evaluation of analysis framework with objective double evaluation and subjective double questionnaires,and carry out county empirical study.There are some innovations,however,due to various subjective and objective factors,there are still some problems worth further discussion,which need to be further deepened in follow-up study. |
