Post Evaluation Analysis Of 35kV And The Following Items In County Level Power Grid

At present,China’s power grid has been developed to a relatively mature stage,the demand of the standardization of the power transmission network construction for extending to the distribution network,the distribution network construction put forward new requirements of the construction.But the distribution network construction is different from the general project,with its own characteristics:(1)the distribution of the huge investment,investment of tens of millions to billion yuan range.(2)long period of investment return,distribution network construction is a basic construction of the people’s livelihood,the recovery period can be more than 25 years.(3)affected by the uncertain factors,the distribution network construction depth towns,rural areas,the construction environment for large-scale construction equipment,construction period and the impact of artificial can not accurately predict.Therefore,the county distribution network investment project has completed the current post evaluation,realistically refine successful experience,in-depth mining problems cause,countermeasures and suggestions are put forward the measures to solve the problem,and to provide reference and guidance for the implementation of the subsequent distribution of investment projects.This paper examines the characteristics of distribution network investment,4 aspects to the comprehensive coordination of power grid construction,power grid planning,power grid construction,power grid construction process to construct the construction effect of distribution network investment project evaluation system,the power grid construction comprehensive coordination index of overall coordination and power system,social economy,by AHP method and entropy the right method to determine the weight of the coordination of social economy by calculating the final static coordination degree and dynamic coordination degree of fuzzy integral,the quantitative assessment of the comprehensive coordination of power construction and social economy;network planning evaluation index by planning report quality indicators,planning and implementation capacity index.The 2 dimensions of a total of 7 indicators;evaluation index the power grid construction process includes the pre decision evaluation index,For evaluation,the implementation of the construction of the evaluation index for a total of 13 indicators;evaluation index of power grid construction including the effect of power grid operation ability,network structure,safety and reliability,energy saving and other 4 aspects of a total of 14 indicators.Finally,the power company in Binyang from 2006 to 2010.The distribution of investment project based on empirical research,sum up experience to complete the project construction investment,reduce the financial risk of the project,so as to achieve the optimal allocation of investment funds,to avoid the waste of money and blindly investment,provide scientific basis for the decision-making of the project.This paper is to examine the characteristics of distribution network investment and to quantify the distribution index,from four aspects of the comprehensive coordination of power grid construction,power grid planning and power grid construction process,the power grid construction effect of completed distribution network investment construction project evaluation,and in Binyang Power Supply Bureau 2006～2010 distribution network investment projects as the basis for empirical research,summarizes has completed the project investment and construction experience,reduce the financial risk of the project,in order to achieve the optimal allocation of investment funds,to avoid waste of money and blind disorderly investment for the project decision-making provide scientific basis.
