Research On Maintenance Management Of Honghe Prefecture Trunk Road

After years of reform and development,the highway maintenance management model of Honghe state trunk is being improved and sound.Under the guidance of the development concept of the Ministry of Transport "to better serve the public" and the development policy"Smooth leading",Safety first,Service-oriented,Innovation Leading",both the highway maintenance management level and the traffic indicators of Honghe state trunk has been improved significantly,people-especially those from mountainous frontier,can travel more secure and convenient,meanwhile,it provides a strong guarantee for the implementation of construction of the Red River state,and promotes the comprehensive and balanced economic and social development of Honghe Prefecture effectively.Based on the the related concept and theory,this paper studied the status of the Red River State Trunk Highway Maintenance Management,analyzed seven aspects of the existing problems currently: First,inadequate maintenance funds;Second t,the staff structure is unreasonable;Third,regardless of the management and conservation;Fourth,the low level of information;Fifth,the conservation infrastructure and mechanical equipment can not fully meet the needs of conservation;Sixth,emergency support system and the urgent need to improve functionality;Seventh,science and technology needs to be improved;Eighth,cultural construction industry is lagging behind.On the basis of conscientiously summarizing the domestic and international trunk road maintenance management results and fully affirming significance of the current conservation and management model,the author put forward seven corresponding measures Based on the actual management of Honghe Prefecture trunk highway maintenance and highway development trend: First,improve and perfect the highway maintenance management system;second,strengthen the management,supervision and rewards and punishments of the conservation objectives,supervision and incentives;third,cultivate and improve the maintenance engineering market;fourth,improve the application of information technology in highway maintenance management;fifth,Improve the emergency system construction of highway maintenance management;Sixth,Strengthen the maintenance of infrastructure construction;seventh,strengthen the cultural construction of the highway industry.Meanwhile,in order to put the seven measures into effect,we should also clear the five safeguards: First,organizational security;Second,talent guarantee;Third,financial security;Fourth,hardware protection;Fifth,Science and Technology protection.
