With the development of offshore oil and gas mining technology, the depthof the petroleum resources exploitation gradually extending from shallow water todeepwater, and the resulting deepwater oil spill risk is increasing. Therefore, thefocus of the government and the public in many countries has become how to identifyand rational assessment the deepwater oil spill risk factor of the offshore facilities, soas to ensure the safety and reliable operation of the offshore oil facilities. At present, acertain depth and breadth study in the marine oil spill risk has been carried out bymany scholars at home and abroad, and has made many valuable research results.However, the current assessment of the marine oil spill risk is mainly concernedabout the trajectory, influence scope of the pollution after the oil spill accident and thethreat to the marine environment sensitive resources etc, but rarely combined with thepossibility of the marine oil spill accident to analyse, then it will not be able toeffectively prevent the occurrence of oil spill accidents. In addition, the riskassessment of deepwater oil spill is rarely involved.Combined with the key factors of deepwater oil spill risk, this paper builds adeepwater oil spill risk assessment index system of offshore oil facilities through thetheories and methods of risk assessment. Using analytic hierarchy process, fuzzycomprehensive evaluation method, this paper builds a evaluation model of deepwateroil spill risk, and has a case study on the built model. The paper’s work includes thefollowing four aspects:First, based on investigation and analysis of the occurred oil spill accidents ofoffshore oil facilities, this paper finds out the influence factors of the possibility anddamage of oil spill accidents.Second, combined with the influence factors of the possibility and damage of oilspill accidents and the key factors of deepwater oil spill risk, this paper hasestablished the deepwater oil spill risk assessment index system of offshore oilfacilities.Third, based on the established deepwater oil spill risk assessment index systemof offshore oil facilities, this paper builds a evaluation model of deepwater oil spill by using the analytic hierarchy process and fuzzy comprehensive evaluation method, andhas a case study on the built model.Fourth, according to the assessment results of deepwater oil spill risk, this paperfocuses on the research of oil spill emergency response measures to reduce theharmful consequences caused by the deepwater oil spill.The research of this paper is a new exploration on the construction of deepwateroil spill risk assessment index system of offshore oil facilities, it is of great help to thesystem evaluation of deepwater oil spill risk. Its study provides a scientific basis forthe deepwater oil spill pollution prevention and marine environment management.
