Research On The Authority And Responsibility Of Consulting Engineer In China

Construction supervision system is the major reform in the field of productionmanagement system and construction industry. In recent years, expandingresponsibilities of supervision beyond the existing regulations on the supervision dutysystem requirements, but the corresponding support has not increased powers andrights of consulting engineer to perform their duties. In order to better serve theengineering and construction projects, the superivision system has to make equitybetween the power and the duties of consulting engineer.This thesis firstly investigated the necessity of delegating the relevant power inthe construction supervision system. Setting up the construction supervision system isthe need for scientization of investment in construction industry and for normalizingthe patry behaviors. It can ensure the engineering quality, safety and schedule andmaximize investment returns. Secondly,analyzed the engineer’s power andresponsibility and interpreted working procedures,the jobs and duties of the eachposition in the different phases of projece. Then based on the author’s workexperience, the consulting engineer’s responsibility encountered in the real world isstudied. The research found, during the supervising course, there existed some issuesin a limited authority of supervision engineer, engineer’s lower ability for consulting,and role deviation in social positioning. Based on the issues, finally put forward thecountermeasures in two respects; one is improving the legislation, normalizing theparty behaviors and protecting the engineer’s rights and interests; the other is thatengineers should strengthen their own learning, strive to improve service levels ofthemselves, communicate positively with other departments and make right and fulluse of the authorities.To really realize the consistence of power and responsibility of consultingengineer, on one hand, the support and understanding from government, the ownerand the contractor are necessary. On the other hand, supervision enterprises shouldstrengthen the self building and promote service levels.
