Construction activities are complexly interacted with man, machine and environmental conditions, which have the inherent characteristics such as multi-type and multi-process for continuous and cross-operation; high labor intensity, etc. Accordingly, construction has been always one of the top risky industries in various countries and regions. In China, the construction industry keeps the record of the second highest casualty rates for a long time, just tightly following the mining industry. It has been a common and strongly concern that how to improve construction safety management performance among the government, the industry companies and the academic for research and application.On the basis of literature reviewing, the thesis firstly systemically summarized the domestic and international studies on research of construction accident factors, as well as the status of construction safety control and managemen. Besides, based on 502 construction engineering accident investigation report, this research found and summarized the construction factors with methods of expert interview, etc. Those factors were divided into two lavels, including 7 level-1 factors and 25 level-2 factors, getting a accident-causing fishbone diagram and revealing their longitudinal relations.With the application of quantitative conversion, statistical analysis and expert evaluation methods, the paper separately analysed the relationship among factors from the quantitative and qualitative angle, and got the accident-causing effect relation matrix; causal models could be established in practical construction activities by the matrix. Moreover, the higher or lower cause could be found by the models, with eliminating the last factor or preparing for the next one, safety management effectiveness should improve. Meanwhile, to ensure factors be managed better, the research went for the provisions of the relevant constructon safety laws and regulations, carding each construction project subject for their safety responsibilities; and made combination of subject responsibility and accident factors. Combined with the causal models, a new way of establishing systm of construction project managers (subjects), management objects (cause) and management methods (causal models) was proposed.Finally, in view of the present construction safety inspection table and other security tools, the thesis discussed their shortcomings in the four topics, including "safety responsibility allotment is too centralized", "the one who will test and who is tested sometimes are the same ", " the implementation of ecurity tools have much subjectivity influences" and "the purpose after carrying out the security tools isn't clear", and improment suggestions were offered. |
