Currently, with the construction of our country is accelerating, the demand for gasis increased rapidly. The wide use of gas has brought great convenience to the societyand all the people, meanwhile, it has played a certain role of promoting in reducingenvironmental pollution and improving energy structure. However, during gas isdeliveried to the user, explosion or poisoning accidents caused by the pipeline corrosion,leakage and human factors not only lead to improper utilization of the gas but alsocauses a great economic loss and security threats to people’s lives and property andsome bad influence to people’s life.The data of fuel gas accident in recent years shows that the gas leak from a pipelineand explosion accidents occurred frequently. Therefore, the security problem caused bythe fuel gas accident has attached high attention and become more urgently to be solved.Referencing the domestic and international research achievements in the terms of therisk management of city gas pipeline network, take the gas network in Handan city asthe research target, analyse the cause of gas pipeline accident and summarizes thehazard of gas accident. At the same time, this paper introduces the evaluation methodswhich are used commonly in the field of gas pipeline risk research, and analyses itsmerit and demerit in use. Due to the quantitative risk assessment method can eliminatethe influence to the evaluation results which is cused by the evaluator’s will; this paperuses this method to reflect the risk situation of gas pipeline more objectively and really.With gathering historical data and information on gas pipeline accident, analyse thepossibility of gas pipeline accident and analyse accident consequences on the basis ofmodel such as gas leakage and diffusion, the fire explosion, loss of life and personalinjury, property damage and so on. According to the definition of the risk function,combined with the method of regression analysis to evaluate the risk value of gaspipeline, and build the hyperbolic risk decision model using the theory of equal risk. ByJudging the risk acceptability of gas pipeline, make the optimal risk control strategy tothe gas pipeline whose level of risk is unacceptable in the terms of technical feasibility,economic feasibility and the effects. And according to the type of the past accidents,make plans to solve the problem. Finally, combining with geographic informationsystem(GIS), taking Microsoft Visio Studio2008(VS2008)as the platform of software development, taking the SUPERMAP GIS geographic information system asthe platform of software, and taking Microsoft SQL Server2005as database, developurban gas pipeline risk management system to manage the risk of gas pipeline visually.The establishment of Pipeline database realizes the pipeline data collection, storage andbackup, provides a strong support for risk decision of gas pipeline. In the system, wecan visit as an user and an administrator for, and we can set different access permissionsto make maintenance and management convenient. The system can increase theefficiency of the gas pipeline management, reduce the possibility of accident, and has acertain practical value.
