With the social and economic development, the size of the underground pipe net-works in the cities is continued to expand, the underground pipelines is also rapidly changing. As a consequence, numerous pipelines make the underground pipe net-works to be complex, pipeline and node information management is extremely diff-icult. So, the methods which rely on the traditional drawings, manual analysis and manual management is becoming an inefficiencies way to adapt to the current rate of development of the underground pipe network. The rapid update rate of the pipeline is bound to bring the lack of network data and deviations which could be caused by human factors. In recent years, the phenomenon on the damage to the underground pipe network caused by the blindness construction has been frequent, one of the most basic reasons is the backward management model to the underground pipe network information system, the lack of pipe network data and the low accuracy of data are two examples to this situation. Therefore, people should adapt computer technology to standardize, accurate, and automate the pipe network data as soon as possible, that is, there will be the very important practical significance to the digitization of the pipe network data.Although the traditional pipeline management systems (such as AutoCAD) and database software (such as DBASE, Excel) could achieve the simple query of the pipeline of information, they could not link the spatial information and attribute infor-mation of the pipelines together, and it is difficult for them to update data at the same time. In the recent30years, a new emerging information management system (such as ArcGIS, MapGIS and MapInfo) could combine the geospatial data to the attribute data very closely. These rapidly rise systems would provide the very convenient plat-form for all sectors to the effective management of information.GIS (Geographic Information system) is a comprehensive collection of computer science, surveying, mapping, remote sensing, geography, space science and manage-ment science which the applications of GIS has gradually penetrated into the human community. The thesis is based on the new construction of Chenggong campus of Kunming University of Science and Technology, in terms of the underground pipe network data to study a perfect underground pipe network information management system on the the ArcGIS platform, which would change the backward mode of the manual operation in order to standardize, accurate, and automate the pipe network data.
