Abstract:In recent years, China’s railway construction is in a period of rapid development.It’s investment scale and design standards are both of a high rare in the world. In the investment in railway construction project, the purchasing cost can be accounted for seventy percent. So the quality of material procurement and supply of railway engineering project plays a crucial role in quality, cost, schedule of project.Based on the analysis of the supply chain and procurement theory domestic and foreign research status and achievements, the paper introduces the traditional purchasing and supply mode and process, analyses the present situation and characteristics of the procurement of railway engineering project. Because the existing management methods can not meet the development of high-speed railway construction, the material procurement based on supply chain appeared. Based on what has been talked above, the paper analysis the difference between traditional purchasing and the purchasing of supply chain.On the basis of the theory of supply chain and method, the paper analyzes the characteristics of core enterprises of different construction industry supply chain, established a more suitable for material procurement of railway engineering project supply chain, and were discussed and summarized respectively in railway engineering project material procurement supply chain implementation process and measures from the design units, construction units and construction perspective.Finally, combined with the actual situation of SW passenger special project, the paper summarizes and analyzes the process and the measures for the implementation of SW passenger special project purchasing and supply management based on supply chain.
