Study On The Safety Assessment Of Fujian Coastal Ferry

There are numerous islands along the coast of Fujian province. Therefore, for the peopleliving on these islands, the ferries have been the only solution to their transport for decades.Many of these ferries are volunteered or partly volunteered. Due to lack of funds and some otherhistorical reasons, most of theseferriesare operated with various aspects of defects in structure,layout, stability, load line, ship maneuvering and fireproof. On the whole, the technical conditionof ferry is not optimistic. So, how to properly resolve the prominent issues of Fujian coastalferry and eliminate significant securityrisks is worth an extensive and furtherresearch.Based on the extensive collection of research literature and several rounds of surveyconducted by China Classification Society (CCS) on Fujian coastal ferry, together with workingexperience, the Comprehensive Safety Assessment(FSA) is applied to make a comprehensivesafety assessment of Fujian coastal ferry. The fuzzy factors which may impose influence on thesafety of Fujian coastal ferry are analyzed from four aspects, including equipment factor, crewfactor，maritime navigation environment factor and emergency response capacity factor.According to the features of shipping industry, risks matrix and Analytic Hierarchy Process(AHP) are used to make quantitative and qualitative analysis on the functions, features,characteristics and properties, which are shared by all relevant problems of Fujian coastal ferry.Then the weight of each index is determined, which ensures the risk assessment is conducted onthe accurate and scientific basis.Fuzzy comprehensive evaluation method is used to construct the comprehensive evaluationmathematical model, and the data collected by the way of questionnaires are used to certify themodel. The purpose to assess the safety is to make the decision. With the above assessment, thesafety risks of Fujian coastal ferry are identified and discovered, the policy recommendations onthe standard model ferry, as well as the safety supervision and inspection management arepresented. In this way,the coastal passengers’requirements for safe and convenient transportationwill be satisfied. Finally, the application of comprehensive assessment model on the safetymanagement of Fujian coastal ferry is summarized and predicted.
