| Ningde City,Fujian Province is situated at the mouth of the river there,which many islands,crisscrossed by rivers,and most of them have no bridge between land and islands.Passenger ferry has become an indispensable transport tool by sea for the people of Ningde.The safe navigation of the ship is the top priority of the work of Ningde Maritime Institutions when people’s safe travel was talked about.Once the passenger ferry accident occurs,it will threaten the life and property safety of the people and bring great harm to the maritime environment of Ningde.Therefore,the study of passenger ferry safety supervision and navigation safety in Ningde region is conducive to the protection of people’s life safety.Based on the current safety management regulations of passenger ferries in Ningde district,this paper conducts a field research on passenger ferries and ferries in Ningde district,and analyzes the adaptability and existing problems of passenger ferries supervision.From the present situation,the ferry safety management mechanism,the conformity of the relevant laws and regulations such as multi-angle analysis,try to introduce the public service,public management,and use the FSA method to the Ningde prefecture of navigation risk analysis,this paper discusses the passenger ferry long-term effective mechanism of safety management and the suggestion,the passenger ferry security mechanism of Ningde jurisdiction management feasibility Suggestions and countermeasures are put forward.At present,there are 92 ferries in Ningde maritime bureau’s jurisdiction,and 120 ferries are operated.The environment of passenger ferries under the jurisdiction of Ningde is complex and changeable.Therefore,it is necessary to discuss and study the long-term mechanism of passenger ferry safety management based on the current situation of passenger ferry safety management in Ningde district,to guarantee people’s travel safety and maintain the long-term stability of passenger ferry. |
