Building construction project bidding is one of the important and common typesof all biddings. In accordance with the previous literatures, the research and analysison most of the tender evaluation methods are based upon analytic hierarchyprocess(AHP) theory, which would present fairly good outcomes but is proved to behardly realized practice. In order to obtain a simple and applicable but morecompatible bidding evaluation method, the author tried to study on evaluation ofbuilding construction project bidding through some other methods.This essay summarizes the development of bidding all around the world, withthe emphasis putting on introducing the basic conception of bidding and thedevelopment of public bidding and tender system in Chinese construction industry.Furthermore the bidding evaluation method, one of the most important parts of thebidding is then presented. On the basis of detailing the situations and features ofresearch object of the study, proposing the aims, thoughts and methodologies of thisessay, the following researches are carried out:1. According to the innovative methods of research and application in theconstruction project bidding mentioned above, the conception of knowledgemanagement along with its principle and brief history are proposed. Combining theadvanced theories abroad and the latest achievements in China, this essay introducesthe knowledge management system model based on Michael Porter’s Chain ValueAnalysis framework and the knowledge management model analysis theory proposedby Xiaodong Zhang etc. In accordance with the features of these models and thecharacteristics of the construction bidding evaluation method, the knowledgemanagement progress model is selected, and combining it with bidding evaluationresearch, the framework using knowledge management model analysis biddingevaluation method is proposed.2. According to the bidding evaluation method study framework of buildingconstruction project based on knowledge management process model, and on thebasis of the process of knowledge acquirement, knowledge analysis, knowledgeinnovation and knowledge application, and accompanied by the positive andnegative standard deviation theory and the numerical methodology of normaldistribution test of significance, etc. a systematic study is implemented on a sample of20different provinces’(cities’) bidding evaluation methods of buildingconstruction projects which are selected across the country. Quantify the contentthrough colleting the knowledge factor in the first place and then find out thosewhich exceed the scope of the standard deviation values by employing the standarddeviation theory. Therefore the result is determined as unreasonable preliminarily.The result reveals that if the national bidding evaluation method is employed as thetotal sample, most of the samples are in the reasonable scope while little samplesexceed the scope, thus it is considered as normal distribution. Based on thisperspective, in the knowledge innovative steps following, Using normal distributionmethod of significance test, teach knowledge factor’s score which differs from theraw data but locates in the reasonable scope is specified. The research result,innovative construction bidding evaluation method is then achieved.3. Employing a real estate bidding case in practice, this essay compares thesimulation results gained from innovative bidding evaluation method with thepractical bidding results using bidding method of Hunan Province. It reveals that theinnovative bidding method is relatively better, with smaller gaps between the scoresof each tender, which means the competition is fiercer but the bidding result is stillthe same. In conclusion, the innovative bidding method will not only ensure thetender into consideration, therefore presents a better comprehensiveness andscientificity.
