Construction Project Bidding Evaluation Research Based On The Projection Pursuit Theory

Construction project bidding system is the product of the development constructionmarket.It complys with the market form the price and advocates market competition. Becauseour country’s market economy system is being carried out the change that governmentguidance price to the market price. Therefore, the construction market bidding system is in thestage of development.In the process of the project bidding, bidding evaluation is the key work that formengineering contract price, it directly affects the contract price reasonably andaffirmatorily.As the active control of project construction in the early days, Perfecting andimproving the bidding evaluation greatly reduces the dispute hidden danger in the process ofconstruction, eliminates the tender’s unfair competition effectively. Only by adopting theeffective and recognized bidding appraisal, can realize efficiency and fair in the biddingwork. At present, our country construction project’s evaluation method is mainly dependenton the expert’s subjective judgment and the policy, it is only a qualitative judgement for price,can not avoid the expert subjective factors, may occurs a great deviation in result, weaken thecredibility of the bid evaluation results. Therefore, improve and perfect the bidding appraisallink is very necessary.This paper is on the basis of bidding development status at home and abroad, based on theevaluated lowest bid price evaluation method on bid evaluation, analysis bidding evaluation.The paper focuses on the analysis of the connotation of cost and influencing factors of"reasonable low price". Introductice the appraisal method of reasonable low price at present,from the experience of policy perspective, elaborate present situation of reasonable low price.The results show that: It urgents need to apply the new theory method in review the bidquoted price is reasonable or not.Through the establishment of index system and cost influence factors,bases on projectionpursuit theory establish regression model, through the actual case to analysis and validation,solve one major defector that the reasonable low price evaluation is difficult to determine－the bid price lower than cost, quantifiy evaluation of qualitative indices in tende, through thebidding evaluation model’s successful demonstration and operation in the case, proves thatthe model has a good prospect for the practical engineering.
