The Research On The Strategy Of The Public Participation In The Process Of Old Reconstruction

After the thirty years development of reform and opening up, most of China's cities have the " city disease" phenomenon at present, for example, crowded, traffic jam and lack of municipal facilities. However, the rapid city development puts forward higher requirements about the city's overall function. In the process of urbanization must face the fact that to implement transformation of the old city currently. How to improve the city environment of the old district, restore the old district vitality, make the city sustainable development is the common goal for city builder. Public participation in urban renewal is the effective supervision of government planning administration of city construction, to promote the realization of the democratization and scientific development, is a manifestation of social progress, is the need of sustainable development, has extensive practical significance. Compared of foreign development experience of urbanization, public participation in our country is in the early stage of development, most of which is " passive participation ". The public participation in the urban transformation is not just so simple that to make some rules about it in administrative law, to form effective participation requires a long-term development process. In this paper, the author will analyzes the restricting factors of the development of public participation in our country in five aspects ,from the policy, legal safeguard flaw, public participation awareness and ability inadequacy, public participation, weak organization, different subjects of interests between equilibrium game theory, public participation mechanism is not systematic. Then, the author will combine the Chinese scholars'many years of research results on the foreign theory and practices on public participation of, and propose the specific countermeasures of public participation on old city transformation in our country. The transformation of the old city respects to policy, legal, financial, public interests and other social problems, to meet the need of city development in different groups of the plurality of interest demands and improve implementation of scientific and operable of the transformation, requires the government and public cooperation. Learn the experience of the western developed countries and combine the actual situation of the development in city, it is the best choose to make public participation in city construction towards the democratic process in our country currently. The author thinks that we can achieve the effective development of public participation in the urban transformation from the following five aspects: to improve public participation in the legal system safeguard; to increase public participation consciousness and ability; to extensive public participation system; to make reasonable position in the main role; to perfect the mechanism of public participation. Then the paper taking Chongqing City Eighteen ladder project as a case analyses of the entire process of the public participation mode in old city transformation, and according to the actual situation of the project puts forward several considerations to improve the mechanism for public participation. Creating favorable conditions to promote public participation in the urban renewal, improving city functions in whole, achieving the grand vision of "better city, better life ", needs the whole society to unite and work together to complete the concerted wish.
