The rapid development of highway construction in China not only improve the highway network structure and enhance the transportation capability, but also propel the national economic development and social progress. However, the increasing consuming of energy and resources leads to the worse and worse living environment and ecological environment. Correct development direction should be able to achieve the unity of speed and quality, the harmony of economic development, population, resources and the environment. So that people could live in a favorable environment to achieve sustained economic and social development. Therefore, it is essential for the highway environmental impact assessment to achieve the sustainable development of road as will as the development of economic and social sustainable.The public participation evaluation would be influenced by the natural environment along the highway, so the evaluation features complexity, in directory and difficult to quantify. This leads to the challenge of participating in the environmental impact evaluation. The challenge comes mainly from two aspects: the environmental impact assessment of highway neglecting the evaluation of public participation; the environmental impact of highway unanimously lacking in public participation evaluation index system and a strong operational quantitative model.Based on the existing literary works and methodologies, the thesis has studied public participation in environmental impact assessment system, specifically defines the concept of public participation in road environmental impact, and explores the characteristics, range, procedures and approaches of the environmental impact assessment.From the perspective of environmental impact from the highway of public participation, combining the characteristics of highway construction projects and management, and under the guidance of index picking principal, the thesis made a detailed analysis of individual indicators for the evaluation and provides quantitative and qualitative methods for each single index. Through the analysis of multi-index evaluation methods, the thesis proposes a quantitative evaluation model for public participation in environmental impact assessment, and suggests a comprehensive evaluation method. Finally, the thesis makes a case study of Xingan Highway in Changsha, demonstrating the proposed public participation in environmental impact evaluation index system and quantified mode.
